An established industry player is seeking a dedicated Bookkeeper to support the Adult Education programs. This role involves managing budgets, processing invoices, and maintaining financial records while ensuring compliance with procurement procedures. Provides bookkeeping services for the Adult Education programs. Provides clerical support and assists with procurement and coordination of purchasing to ensure the efficient operation of the office of adult education. Work is performed within the established procurement procedures and standard practices. Decisions require use of judgment based on general guidelines and procurement law. Assists the Secretary with providing assistance and information to the public, teachers, and administrators at all levels within and outside of the department. Perform all necessary assignments under minimal supervision. Require handling of sensitive information and dealing tactfully with the public. Requires multi-tasking with different departments while also handling a high demand of customer interaction.
Essential Job Functions:
Manages and maintains workforce, ESOL and GED budgets. Provides bookkeeping services for the adult education office. Balances and maintains the accounts for both county appropriated funds and grants. Prepares invoices to submit to accounts payable and grant department for payment and tracks status. Provides status reports to specialists and coordinator regarding availability of funds. Ensures availability of funds for purchases. Makes bank deposits and creates deposit slips. Forwards all bank transactions to Accounts Payable. Processes requisitions and purchase orders. Creates and maintains purchase order logs budget, revenue, check request, and returned check binders. Issues refund requests.
Records and reconciles all monies received. Writes checks and prepares reports of monthly transactions for the finance department. Reconciles bank statements on a monthly basis and follows standard accounting procedures. Reconciles monthly credit card. Manages and maintains office budget books for archives and files. Works with finance for quarterly budget reports for the department of education. Close out all purchase orders at the end of fiscal year.
Submits timesheets to payroll for TWA employees
Assists the administrators with the yearly budget process.
Attends collaborative and training meetings with Human Resources, Purchasing and Accounts Payable to establish consistency with program procedures. Attends training sessions to stay informed of current and revised policies and procedures; ensures related policy and procedure manuals are up-to-date. Assists the administration in training personnel on proper procedures for receipting funds and requesting disbursements.
Meets and/or contacts vendors to resolve issues e.g., delinquent deliveries, delivery issues or out-of-speculation items.
Completes all monetary travel arrangements for all office personnel.
Schedules all product and supply deliveries and develops holiday delivery schedules and product needs.
Back-up for phone coverage for the front desk. Responsible for relaying messages.
Orders supplies and textbooks for Workforce, ESOL, and GED programs. Conducts follow-up inquiry to vendors. Inventories all goods received. Oversees invoices and is responsible for invoicing of items.
Assists the secretary with ordering and maintaining office supplies.
May perform the office management functions in the absence of the secretary.
Performs other duties as assigned.
Budgetary Responsibility:
Maintains all adult education budgets including appropriated and grant funds for Workforce, ESL, GED.
Report Preparation:
Assists in preparing and updating all information pertaining to budgets, grants, credit card statements and other reports as they arise. Prepares year-end reports including year-to-date and audit reports.
Equipment Operation:
Operates personal computer and general office equipment, such as fax machine, photocopier, telephone and calculator.
Contacts:
Administrators, support staff, school personnel, and the public.

Physical Demands:
Must have the ability to sit and stand for extended periods of time; exhibit manual dexterity to use a telephone, to enter data into a computer terminal; to see and read a computer screen and printed material with or without vision aids; hear, understand speech and speak in audible tones so that others may understand clearly at normal levels indoors and on the telephone. Physical agility to drive, bend, stoop, sit on the floor, climb stairs, walk and reach overhead.
Work Environment:
Regularly works in an office environment. The noise level in the work environment is quiet to moderate.
Working knowledge of basic bookkeeping and general accounting principles and practices; of office operations and procedures; Must have solid communication and administrative skills and work effectively with all levels of personnel. Must have strong clerical skills with attention to detail. Working skill in the use of personal computers utilizing spreadsheet, word processing, database software and the internet (Excel, Word and Access preferred). Experience in general clerical work with proficient use of e-mail. Experience needed in typing, filing and data processing. Accurate keyboard skills. Experience in inventory control and/or accounting is helpful. Time management skills and ability to prioritize work are a must. Demonstrated ability to interpret and apply policies and procedures. Demonstrated ability to communicate effectively orally and in writing, with all levels of personnel and the public.
High school diploma or equivalent with on-the-job training experience.Education, training or experience sufficient to demonstrate the required knowledge, skills and abilities. Spanish speaking is preferred.
