JOB SUMMARY

The job duties of the Fiscal Manager include but are not limited to assist the Finance Director in overall administration and management of the County's financial resources of Human Services; to provide professional, fiscal support to all Department of Human Service (DHS) fiscal staff, Human Service Director, managers, supervisor, Health & Human Service Board, Aging and Disability Board, elected officials, County Administrator and County Board members; advise, assist and provide direction to human service fiscal staff in budgetary, accounting, grant claiming, billing, information systems, contract management, payroll, and related matters; to supervise, develop, plan, organize and direct the Human Service Fiscal functions; to develop, implement and maintain all office systems and procedures; and to provide responsive, courteous and efficient service to County residents and the general public.

A critical function of the Fiscal Manager is to oversee contracting, accounts payable, and Medicaid billing transactions for a nine (9) County Consortium that provides services through a Medicaid program. Direct reports to the Fiscal Manager include four (4) Accountants and five (5) Account Assistants.

DUTIES AND RESPONSIBILITIES

The duties described below are indicative of what the Fiscal Manager – Human Services might be asked to perform. This job description is to incorporate any county ordinances created for the position of Fiscal Manager – Human Services. This is not an exhaustive list of job responsibilities and therefore other duties may be assigned:

Administrative Functions:
  • Provide professional, fiscal support for DHS directors, managers, supervisor, elected officials, County Administrator, Health & Human Service Board, Aging & Disability Resource Board and County Board members.
  • Assist in development of the Human Services annual operating budget. Carry out the County Administrator’s guidance and direction for building the annual budget and computing the proposed tax levy. Assist fiscal staff with preparing budgets for committee review and county Administrator approval. Assist in updating and implementing DHS county financial procedures, policies, and practice standards for all programs. Ensure compliance across all DHS divisions. Prepare a variety of financial reports to funding sources and provides ongoing analysis of funding regulations, allowable costs to maximize revenues from these complex funding sources, and ensure compliance with state/federal reporting standards.
  • Participate in automated systems selection. Oversee the implementation of all manual financial processes and maintain oversight of DHS centralized financial systems.
  • Provide assistance to DHS personnel writing grants to Federal, State, and private funding sources. Monitor and oversee grant/allocation claims reimbursement, including Grant Enrollment, Application and Reporting System (GEARS) reports and insure expenses are properly recorded and claimed.
  • Assure compliance with County, State-County contracts, and Federal requirements including reviewing financial and compliance audits from provider agencies and assure audits comply with applicable standards. Bring compliance/standards deficiencies to the attention of the Finance Director. Insure expenses are properly recorded and claimed. Provide fiscal information to management staff to assist in contract negotiations. Monitor contract expenditures to assure the department does not exceed the contract amounts.
  • Provide fiscal support to RWC consortium activities which includes inter-county financial settlement, working capital, CCS reconciliation and related activities.
  • Compare actual budget to projected forecast; research and forecast upcoming expenditures/revenues as well as trends affecting current expenditures; monitor revenue/expenditure reports; distribute and discuss results.
  • Oversee receipting functions, monitor billing/collection system for patient services. Establishes proper internal controls for cash handling. Confirm cash is reconciled with the accounting system monthly.
  • Prepare annual and special audit worksheets for independent auditor, coordinate the audit, is available to answer questions and establish systems to improve fiscal responsibility and internal control mechanisms.
  • Coordinate closing the books at the end of the year. Ensure adjusting entries are completed timely and accurately. Confirm required reports are completed for State and County.
  • Responsible for oversight of payroll process for DHS. Ensure DHS staff members are completing processes timely and accurately.
  • Assist DHS management staff in determining costs for rate setting and job costing analysis.
  • Grant reporting and reconciliation for CJCC
  • Reconciliation of Rep Payee and Restitution accounts
Supervisory Functions:
  • Participate in the selection of DHS Finance Accountants and DHS Account Assistant employees, including interviewing and assisting in the hiring and orientation process.
  • Instruct and train the Department’s methods and procedures.
  • Advise clerical staff regarding questions and problems.
  • Assess and approve staff training needs.
  • Approve vacation/sick time and other time-off provisions.
  • Assign tasks, review work and prepare performance evaluations.
  • Respond to complaints and grievances.
  • Recommend employee transfers, promotions, disciplinary action, discharge and salary increases.

QUALIFICATION REQUIREMENTS

EDUCATION AND/OR EXPERIENCE:
  • Bachelor’s Degree in Accounting or Business required.
  • Three (3) years of recent accounting or finance related experience required.
  • Experience with Medicaid billing is preferred.
  • Recent human service accounting experience is preferred.
  • Previous supervisory experience required.
  • Must be bondable.
  • A valid driver’s license required.
