The Department of Natural Resources (DNR) has an exciting opportunity within our South Puget Sound Region as aFiscal Analyst – Accounts Payable & Payroll (FA1).

South Puget Sound Region Finance is looking for an Accounts Payable & Payroll Analyst to join our team of professional-level Fiscal Analysts. The Region Operations program encourages growth, embraces challenge, does things the right way, works hard, and has a lot of fun while doing it. Our ideal candidate is motivated and eager to learn something new. Someone comfortable not always knowing the answers. Someone who can adapt to consistent changes such as internal policy & procedures, cooperative agreements, funding sources, legislative requirements, State & Federal rules/laws, and working in a seasonal environment.

This position reports to the Region Finance Manager and is one of five Fiscal Analysts on the team. Work is assigned both in writing and verbally, and depending on the assignment, may be given direction by the Region Payroll or Fire Cost Analysts, or the Assistant Region Manager of Operations. This position works with each of the diverse programs and employees that make up the South Puget Sound Region. The Fiscal Unit works out of the Region Headquarters located in Enumclaw, WA. Our region spans King, Pierce, Kitsap, Mason, Thurston, and parts of Snohomish, Lewis, and Grays Harbor counties. We support 250 Permanent & Seasonal positions. Region Operations provides IT Support, Facilities Services & Maintenance, Fleet, Purchasing, Administration, Fire Business & Finance.Responsibilities:
  • Accounts Payable Specialist – Review & process vendor and employee payment claims according to DNR Interagency & Cooperator agreements, DES contracts, OFM, Internal DNR policy and procedure, and vendor terms.
  • Payroll Analysis - Verify and reconcile the semi-monthly payroll information for approximately 250 permanent and part-time employees.
  • Credit card administrator - Issue, monitor, and maintain all credit card accounts for SPS Region Purchasing & Fuel Cards
  • Complete daily deposit of all cash & checks received at the Region Office.
Required Qualifications:
  • One year of fiscal technical experience.
  • Experience using Adobe Pro, Microsoft Word, Outlook, and Excel in a professional setting.
  • Experience with Payroll and Accounts Payable.
  • Experience using M365 – Includes Teams, SharePoint, OneDrive.
  • Knowledge of accounting rules, regulations, policies, laws, and practices – GAAP.
  • Ability to make decisions within delegated authority

Special Requirements and Conditions of Employment:
  • South Puget Sound Region Headquarters in an office setting; sitting/standing at desk, moving/walking around work centers – both indoors & out, boxing & relocating paper records, occasionally going up/down a flight of stairs to the archive room.
  • Travel for this position is minimal. Occasional travel for training or meetings outside the region may be needed. Travel may be needed for participation in fire activity outside of the region.
Desired Qualifications:
  • Experience successfully prioritizing work with inflexible and conflicting deadlines.
  • Associate degree or higher in accounting, auditing, or budgeting.
  • Knowledge of the Department of Natural Resources or OFM financial policies and procedures.
  • Experience using SAP software such as NaturE or HRMS.
  • Experience with government fiscal operations.
  • Aptitude to learn business computer software systems.
  • Experience compiling financial analysis reports.
