Job description

I. ESSENTIAL JOB FUNCTIONS: This is not a comprehensive listing of all functions and duties performed by the firefighter; employees may be assigned duties which are not listed below. The job description is subject to change at any time by the City of Windcrest. Essential duties and responsibilities may include, but are not limited to, the following:

• Responds to emergencies such as but not limited to fires, emergency medical incidents, extrications, technical rescue, hazardous material spills, mutual aid and public assistance calls.
• Participates in all phases of fire suppression activities, including but not limited to, interior fire attack, exterior fire attack, horizontal and vertical ventilation, salvage & overhaul operations.
• Operates, drives, positions and spots vehicles and apparatus in a safe, proficient and professional manner in emergency and non-emergency situations. Confirms that vehicles are driven and operated safely
• Conduct inspections of fire equipment and ensure all apparatus are in working order
• Performs general maintenance work in the upkeep of department facilities and equipment, cleans and washes walls and floors, makes minor repairs, maintains hose, washes, cleans, polishes, maintains, and tests fire apparatus and equipment.
• Responsible for the general efficiency, conduct, effective performance and safety of all assigned personnel, as well as a professional and safe work environment; ensures all personnel conduct themselves in a manner consistent with policies and recognized standards
• Writes and records information such as daily logs, training records, NFIRS, PCR’s, etc.
• Maintains positive working relationships with the public, other agencies, and department personnel
• Presents educational programs to the community on safety and fire prevention.
• Confirms that personnel protective equipment is in proper condition and properly worn when involved in emergency operations.
• Participate in professional development opportunities and department training exercises.
• Follow orders from the chain of command and completes assignments/task on time
• Attend the minimum training classes as assigned.
• Performs other duties as assigned

II. WORKING CONDITIONS AND JOB DEMANDS:

Approximately 20% of duties take place within the fire station where noise levels exceed that of typical working conditions and exhaust fumes from emergency vehicles may be present. Approximately 20% of duties take place in transit in emergency vehicles, fire / EMS emergency responses and work at emergency field locations where the employee is exposed to hazardous materials, traffic accidents, bio hazards, smoke by-products and heat. Approximately 60% of duties involve routine public education presentations, building / hydrant inspections, hazard activities and training operations. Shift work, which involves overnight stays at the fire station in a shared, house/dormitory style setting. This position has the possibility of injury and/or death.

III. PHYSICAL REQUIREMENTS:

Must be able to:

• Regularly lift and/or move up to 50 pounds (various firefighting gear and equipment), frequently lift and/or move up to 100 pounds (hoses and ladders), and occasionally lift and/or move more than 100 pounds (injured or sick people or items creating obstacles).
• Wear and operate SCBA, mask, and other protective equipment in hazardous and confined spaces independent of other members.
• Wear a variety of uniforms, vests, and equipment weighing up to 120 lbs.
• Drive and get into and out of apparatus and vehicles repeatedly with steps that are 23" from the ground
• Climb through small openings and crawl or maneuver in confined spaces
• Work in hazardous work areas and medical/trauma situations which may involve exposure to bodily fluids and hazardous materials
• Rapidly go from stationary to exertion
• This position requires the emotional and psychological stability needed to work in a professional emergency service environment. A professional firefighter must be able to accept constructive criticism in a mature fashion, effectively communicate and interact positively with fellow employees and the public, function as part of a team, tolerate and function effectively under stress, deal calmly and effectively with extreme trauma, violence, physical and mental illness, disability, injury and death.

• Occasional – Working in high, exposed places; exposure to radiant energy; exposure to caustic chemicals; exposure to bloodborne pathogens; exposure to infectious diseases.
• Frequent – exposure to dust, fumes, gases or airborne particles; working in road ways or construction zones
• Frequent Computer use
• Manual dexterity and coordination required over 50% of the work period while operating fire/EMS equipment and tools such as: fire hose, hydrant, defibrillator, oxygen, chain and circular saws, trauma kit, axe, heavy extrication tools, 2-way radio, portable extinguisher nozzles and tips, and variety of hand tools.

EDUCATION AND/OR EXPERIENCE:

The successful candidate must have a high school diploma or a GED equivalent (recognized by the Texas Education Agency or a regional accrediting agency).

Experience as a full-time career firefighter or as a volunteer firefighter OR an equivalent combination of education, training and leadership experience will be considered.

Past experience will be subject to review by the office of the Chiefs.

CERTIFICATES, LICENSES, REGISTRATIONS: Minimum Qualifications

• Texas Commission on Fire Protection (TCFP) Basic Structural Firefighter or higher certification required.
• Must be a minimum EMT-Basic with the Texas Department of State Health Services (DSHS).
• Texas Class B Exempt driver’s license or able to obtain within 90 days of employment
• NIMS 100/ 200 / 700/ 800

PREFERRED QUALIFICATIONS

• Texas Department of State Health Services EMT-Paramedic Certification or Paramedic License
• Texas Commission on Fire Protection Intermediate Firefighter (or higher)

CONTINUING EDUCATION:

Employees must ensure state mandated CE requirements are met to ensure no lapse in state certifications.
