Researches and identifies new and existing training materials, methods and equipment; assists in writing and revising lesson plans and student classroom material. 2. Researches, writes, and revises training lesson plans and student classroom materials. 3. Prepares and assembles audio-visual aids including slides, video tapes, graphs, charts, and computer based training materials. 4. Conducts training classes for recruits and current employees in specified subject areas such as fire attack, hazardous materials, emergency medical procedures, and fire equipment operation. 5. Supervises and demonstrates on-site training activities at the Fire Department drill center facilities. 6. Assists in evaluation of ability and performance of firefighter candidates, recruits, apprentices, and incumbents. 7. Evaluates new and existing equipment and makes recommendations to the training officer. 8. Presents fire safety programs and demonstrations to interested community groups, interested businesses, and other fire departments. 9. Prepares and coordinates scheduling of internal and external Fire training programs. 10. Conducts maintenance of training facilities and equipment. 11. Maintains training records. 12. Attends training in and/or independently learns about computer software applications to assist in the development and implementation of training programs and/or to advance the objectives of the Fire Training Division.Competencies (Not listed in order of importance): 1. Considerable knowledge of firefighting methods and equipment. 2. Considerable knowledge of fire hazards, and hazardous materials mitegation concepts and techniques. 3. Working knowledge of the Saint Paul Fire Department policies and procedures. 4. Working knowledge of adult learning principles, classroom instruction techniques, and the application of audio-visual aids. 5. Working knowledge of personal computer application software. 6. Working ability to maintain effective working relationships with Fire Department personnel and the public. 7. Working ability to develop and administer valid reliable training instruments that will promote learning. 8. Working ability to plan and organize work. 9. Working ability to communicate effectively, both orally and in writing.Requirements: Three years of experience as a Fire Fighter in the Saint Paul Department of Fire and Safety Services. Fire Fighters employed after January 1, 1979 must have completed the journey level apprenticeship program. Line Officer Advanced must be completed before the completion of the one year probationary period or currently hold the rank of Fire Captain in the Saint Paul Fire and Safety Services Department. Must be currently certified, and maintain certification, as an Emergency Medical Technician in accordance with State of Minnesota Standards, as approved by the Saint Paul Fire Department medical directors. Must have a working familiarity with Windows-based personal computer applications.
