Job summary

Street Legal Industries, LLC. is seeking a part-time Fire Operations Training Consultant for a project in Richland, WA. This on-site role supports DOE and Hanford Field Office Security and Emergency Services with a focus on transition training and exercises for fire services. Requires 10 years of Hanford fire/emergency response and US citizenship. Pay range is $50–$70 per hour.

Qualifications

  • 10 years of Hanford Site fire/emergency response experience.
  • U.S. citizenship is required due to government contract requirements.
  • Subject Matter Expert level incident command in technical rescue including high angle, confined space, hazmat, radiological events, wildland fire interface and Hanford EOC.
  • Detailed knowledge of Hanford facilities, land, and hazards.
  • Experience providing training to firefighters.
  • Documentation on resume supporting all minimum qualifications and tasks.

Responsibilities

  • Develop and provide training supporting transition of fire service activities.
  • Assist in developing exercises, performance tests, and surveillance to validate capabilities for transitions with other fire department agencies.
  • Ensure compliance with training programs for fire department personnel, including equipment, techniques, rescue, first aid and EOC activation.
  • Provide input in developing, negotiating, and managing fire service transition plans and contracts.
  • Help establish strategies for emergency services plans, including hazardous materials considerations and outside agency support.
  • Validate fire service transition activities per NFPA standards and established procedures.
  • Review and assist with performance testing, drills, and exercise support for fire agencies.
  • Assist with oversight of the Hanford Fire Department during transition of services.

Job description

Fire Operations Training Consultant supports the DOE and the Hanford Field Office Security and Emergency Services Division and reports to the Program Manager. This part-time position is 100% on-site.

Street Legal is currently seeking a part-time Fire Operations Training Consultant to join our project in Richland, WA.

  • Develop and provide training supporting transition of fire service activities.
  • Assist in developing exercises, performance tests, and surveillance to validate capabilities to support transition activities for fire services with other fire department agencies.
  • Ensure compliance with training programs for fire department personnel, including the use of firefighting equipment, firefighting techniques, rescue work, first aid, EOC activation and paramedical activities.
  • Provide input and advice in developing, negotiating, and managing fire service transition plans, agreements, and contracts.
  • Help establish strategies and procedures for ensuring fire department plans for emergency services activities, accounting for potential toxic and hazardous materials, to include support provided by outside fire agencies.
  • Perform validation of fire service transition activities applying National Fire Protection Association standards, policies, and traditional fire department work practices to evaluate the contractor and outside fire department emergency response services.
  • Review and assist with performance testing, drills, and provide exercise support to fire agencies.
  • Assist with oversight of the Hanford Fire Department supporting the transition of fire and emergency response services.
  • Is familiar with lessons learned generated by federal oversight and internal contractor processes and provides oversight to ensure they are incorporated into plans and operating procedures.
  • Assist with oversight for contractor emergency preparedness and management programs.
  • Assist with review of firefighting apparatus acquisition specifications and requirements for effective and efficient accomplishment of department firefighting needs, as required.
Minimum Qualifications Required
  • 10 years of Hanford Site fire/emergency response experience.
  • Due to the nature of government contract requirements, U.S. citizenship is required.
  • Subject Mater Expert level incident command experience in technical rescue, including high angle, confined space, hazardous materials response including radiological events, wildland fire interface, and activation and use of the Hanford Emergency Operations Center (EOC).
  • Detailed knowledge of Hanford facilities, land, and hazards.
  • Experience providing training to firefighters.
  • Documented work experience on resume that clearly supports all minimum qualifications and demonstrates the capability to successfully perform the tasks outlined in the SOW.
Preferred Experience & Capabilities
  • Incident command level experience of structural, wildland, and hazardous material firefighting techniques
  • Incident command level experience of managing events requiring the activation of the Hanford EOC.
  • Expertise in National Incident Management System, including Incident Command System practice and use in firefighting.
  • Expertise related to Firefighting Personal Protective Equipment.
  • Expertise related to Emergency Medical Technician and/or Paramedic qualifications and performance standards.
  • Excellent verbal and written communications skills.

Pay Range: $50 - $70 per hour
