Job summary

Tecolote Research in Chantilly, VA seeks a senior subject matter expert to advise on financial metrics, resource allocations, and program execution for USSF-level programs. You will direct complex cross-program analyses using advanced quantitative techniques to influence budget formulation and major system baselines.

The role requires an active DoD/IC clearance, a master’s degree, and at least 15 years of relevant experience.

Qualifications

• Master’s degree required; 15+ years in relevant work.
• Expert knowledge of IC budgetary principles and procedures.
• Expert acquisition management regulations and PM lifecycles.
• Advanced cost analysis methods in major system acquisitions.
• Advanced quantitative modeling, trend analysis, and simulation.
• Autonomous judgment to escalate when needed.

Responsibilities

• Direct consolidation of program baselines and spend plans at the PAE level.
• Lead cross-program analyses to measure performance and guide resource trade-offs.
• Oversee PAE-wide budget tracks at the directorate, project, sub-project, and MSA levels.
• Coordinate complex budget estimates and assess funding impacts for cross-Directorate initiatives.
• Draft operating guidance reflecting Congressional marks and actions.
• Perform trend analysis across diverse financial data for executives.
• Develop performance measures and reporting for PAE-wide oversight.
• Provide strategic recommendations to senior management on cross-program issues.
