We are looking for an experienced financial analyst and creative problem-solver to supervise a diverse team of professionals. Are you both detail-oriented and innovative? Performs strategic financial analysis and leads the department's financial management activities including accounts payable, accounts receivable (including revenue collection), procurement and budget development and monitoring. Ensures compliance with federal and state reporting requirements associated with grant funding, oversees both internal and external financial audits and directs all accounting functions in accordance with generally accepted accounting principles (GAAP) as well as any federal, state, or the county requirements. Serves as a member of the DFS senior management team and is the primary liaison between DFS and other county agencies (e.g., Department of Finance, Department of Procurement and Material Management, Department of Management and Budget, and health and human services agencies, as applicable) regarding financial issues.

Illustrative Duties

  1. Prepares or oversees the preparation of large, complex agency budget;
  2. Directs all budgeting, purchasing, and payment activities for the agency;
  3. Oversees development and implementation of fiscal management and accounting procedures for the agency;
  4. Coordinates and oversees audit processes;
  5. Prepares grant proposals and reports;
  6. Ensures compliance with all applicable Federal, State and County regulations and procedures.

Required Knowledge Skills and Abilities

  1. Extensive knowledge of the principles, methods, and practices of governmental budgeting and financial management;
  2. Thorough knowledge of intergovernmental financial management, grant management and contract management;
  3. Ability to plan and implement activities in order to ensure effective and efficient utilization of resources.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts; plus five years of professional-level experience in finance, business administration, budgeting, or contract management, to include 2 years of supervisory experience. A Master's degree in a related field or CPA may substitute for 1 year of experience.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background, a credit check, and a Child Protective Services check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:

  • Master’s degree in finance, business administration, public administration, public policy, health care administration, or related field.
  • Five or more years serving as financial manager or large state or county government department.
  • Five or more years overseeing and managing a large complex budget that includes multiple funding streams.
  • Five or more years supervising administrative, paraprofessional and professional finance staff.
  • Familiarity with and ability to use SAP ERP software.
  • Ability to communicate clearly and concisely, both orally and in writing.

PHYSICAL REQUIREMENTS:
Work is generally sedentary and is usually performed in a normal office environment. Ability to use keyboard driven equipment. Ability to attend evening meetings off site. Ability to communicate clearly and concisely, both orally and in writing. All duties performed with or without reasonable accommodations.
