Job description

Under the general direction of the Revenue Cycle Manager, this position serves as a key leader within the Fairfax-Falls Church Community Services Board's (CSB) fiscal team, supervising a team of professional staff and overseeing critical revenue cycle operations.

Key Responsibilities
  • Supervise and lead a team of fiscal staff supporting the CSB’s revenue cycle.
  • Oversee and perform a range of financial functions, including:
    • Data analysis and trend evaluation
    • Monthly revenue metrics presentations
    • Financial reconciliations
  • Manage third-party billing, collections, and cash posting operations for all revenue cycle activities.
  • Collaborate with staff involved in billing and collection for public and private payers, ensuring alignment with:
    • State, federal, and county regulations
    • Internal financial policies and procedures
  • Actively participate on CSB management teams, contributing to:
    • Policy interpretation and implementation
    • Strategic planning and project coordination
    • Staffing and resource planning
  • Prepare and present financial reports; analyze trends and provide regular updates to operational leadership on billing, collection, and posting activities.
  • Serve as a subject matter expert on revenue cycle practices and procedures, providing leadership, coordination, and guidance across CSB programs and services.
Successful candidate will possess:
  • Ability to develop, interpret, and present complex financial reports and analyses, including:
    • Detailed projections
    • Financial scenarios related to payer reimbursement and forecasting
    • Annual budget monitoring and performance tracking
  • Demonstrated initiative and expertise in researching, understanding, and resolving complex payer reimbursement issues.
  • Strong written and oral communication skills, with the ability to prepare and present reports that support management decision-making.
  • Proven ability to work with limited supervision, set priorities, and manage multiple tasks and deadlines.
  • Extensive knowledge of governmental financial management principles, methods, and practices.
  • Advanced proficiency with Microsoft Excel, Word, and PowerPoint.
MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, three years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.

NECESSARY SPECIAL REQUIREMENTS:

The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.

Certain positions with financial responsibility within this class may be subject to criminal background checks and/or credit checks as a condition of employment and periodically thereafter, as determined by the department head. An applicant or an employee may be required to submit a request for a criminal history record check and/or credit check to the appropriate agency; Applicants and employees within these positions must demonstrate financial responsibility in personal finances as a condition of employment.

PREFERRED QUALIFICATIONS:
  • Master's degree in finance, business administration, health care administration or related field.
  • Five or more years overseeing and managing large complex reports.
  • Experience utilizing electronic health records.
  • Experience with developing and presenting complex financial reports and analysis, including detailed projections and financial scenarios relative to payer reimbursement and forecasting and preparation and annual budget monitoring.
  • Experience working with SAP or a similar automated accounting system.
  • Five or more years of experience of mental health billing and follow-up.
  • Five or more years of supervisor experience.
  • Five or more years serving as revenue cycle manager for a behavioral health agency.
  • Five or more years working in a managed care environment in the Commonwealth of Virginia.
  • Five or more years' experience working within an electronic medical record system.
PHYSICAL REQUIREMENTS:

The work is generally sedentary and is usually performed in an office environment. Ability to communicate clearly with others orally and in writing. All duties performed with or without reasonable accommodations.
