The Land Use Review Board is seeking an organized and dependable person to fill Financial Specialist III position in our Montpelier Office. This position involves administrative and accounting work in support of the Land Use Review Board and District Environmental Commissions. Ideal candidates will have strong analytical, communication and collaboration skills. Experience with the State's accounting systems, bulletins and accounting policies is preferred.

The Land Use Review Board is an independent entity in state government that oversees the administration of Act 250, Vermont's land use and development law. Act 250 was enacted by the Vermont legislature in 1970 to protect the environment in balance with sustainable development. In 2024, Act 250 was amended by Act 181, which seated a new 5-member, full-time professional board to modernize Act 250 to a location-based jurisdiction system. The law establishes standards and priorities for environmental and aesthetic protections and is responsible for helping Vermont retain its rural character, preserve the natural environment, and support the state's environmental diversity - which foster distinctive, attractive communities and a strong sense of place.

The Financial Specialist III works as a part of the Central Office team and is responsible for accounting operations, purchasing, implementing internal controls, and aids in financial reporting. Additionally, this position is a point of contact for general inquiries at the Board's Central Office.

The Financial Specialist III position also:

  • Manages accounts payable and receivable transactions and records.
  • Prepares orders from vendors, including equipment and supplies.
  • Audits and reconciles transactions, as necessary.
  • Recommends, plans, installs, reviews, and refines financial management processes and practices.
  • Processes applications for certification of construction costs for Act 250 permitted projects.
  • Assists with financial and asset inventory reporting.
  • Assists with the coordination of staff meetings.
  • Sends mail, receives mail, and assists with general inquires for the organization.

This position, Financial Specialist III (Job Requisition #55779), is open to all State employees and external applicants.

Work is performed in a standard office setting.

Minimum Qualifications

High School diploma or equivalent AND three (3) years or more of experience in accounting, bookkeeping or technical level fiscal experience that involved the calculation, recording and maintenance of accounting or financial records.

OR

Completion of a vocational/technical training program in business, office administration, financial support or related area AND two (2) years or more of experience in accounting, bookkeeping or technical level fiscal experience that involved the calculation, recording and maintenance of accounting or financial records.

OR

Associate's degree in accounting, business administration, office administration or a related field AND one (1) year or more of experience in accounting, bookkeeping or technical level fiscal experience that involved the calculation, recording and maintenance of accounting or financial records.

OR

Two years or more of full-time college coursework in accounting, business administration, office administration or a related field AND one (1) year or more of experience in accounting, bookkeeping or technical level fiscal experience that involved the calculation, recording and maintenance of accounting or financial records.

OR

One (1) year or more as a Financial Specialist II with the State of Vermont.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
