Job summary

Lane Community College is seeking a Financial Specialist 2 (.75 FTE) at the Main Campus. The role supports grant budgeting, financial monitoring and departmental operations, with emphasis on accuracy and compliance.

The position is grant-funded and requires handling confidential information in accordance with FERPA. Ideal candidates have an associate degree in accounting/finance and at least two years of related grant/accounting experience.

Qualifications

  • Associate degree in accounting, finance or related field required.
  • Two years' experience in grant/fund accounting, AR/AP, billing or payroll.
  • Must adhere to confidentiality guidelines and Oregon residency requirements.
  • Bachelor’s degree with coursework in accounting/finance.
  • Experience with grant-funded programs.
  • Experience in higher education or not-for-profit finance/budget.
  • Excel or similar spreadsheet tools highly desirable.
  • Office management experience.

Responsibilities

  • Coordinate grant budget development and implementation.
  • Monitor grant and departmental budgets.
  • Manage grant financial processes and compliance; interpret grant requirements, federal and state regulations, College fiscal policies, and fund restrictions.
  • Prepare financial analyses and projections.
  • Coordinate payroll and personnel financial processes.
  • Reconcile financial accounts and maintain fiscal integrity.
  • Coordinate purchasing and accounts payable activities.
  • Monitor grant revenues and financial transactions.

Salary/Wage Range: $22.78 - $33.40 per hour (Classified Salary Pay Level 10)

  • Hourly wage reflects an approximate annual salary of $47,378 - $69,481
  • The per-hour rate will be applied to an annualized salary, based on an approximate FTE of .75.
  • New employees may not be placed on the salary schedule higher than any current employee in this classification with the same or greater number of years' relevant experience.

  • Lane Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions regarding your loan eligibility should be directed to your loan servicer or to the US Department of Education.

Grant Statement: This is a grant funded position. Continuation of position is contingent upon grant-funding.

Working Schedule: Work hours are between 8:30 am - 5:00 pm, Monday thru Friday. Occasional evening and weekend hours may be required. Hours may vary depending upon department need.

Required Qualifications

Required Education: Associate Degree in accounting, finance or related field.

Required Experience: Two (2) years of experience in grant accounting, fund accounting, accounts receivable, accounts payable, billing, payroll or related field.

  • The selected candidate must adhere to the guidelines of the Oregon Employment Department Confidentiality Handbook and pass a criminal background check per OAR 471-007-0220.
  • Lane employees must work and reside in the state of Oregon at the time their work is being performed.
Preferred Qualifications

Preferred Education: Bachelor's degree with coursework in accounting, finance, and/or bookkeeping.

  • Experience working with grant-funded programs.
  • Previous experience in higher education or other not for profit organizations in finance and budget management.
  • Accounting experience working with multiple funding sources.
  • Depth, breadth, and variety of experience using Excel or similar programs.
  • Office management experience.

Position Purpose

This position assists with budget development and ongoing monitoring for the multiple grants that fund Quality Care Connections. This position also provides administrative support to staff, instructors and students.

Supervision Statement

Reports to and works under the general supervision of a division/department chair or other supervisor. Work is performed independently according to college and department policies, State and federal rules or regulations. A manager or program coordinator may assign work, provide work priorities and be available to answer questions or troubleshoot problems on a daily basis. Work is reviewed to assure conformance with policies and by results obtained. This position may have responsibility to assign tasks, provide priorities, train and monitor the work of office support specialists, student assistants and volunteers.

Physical Demands/Working Environment

This position works indoors and is exposed to usual office working conditions that includes office noises and interruptions, such as printers, telephones, and visitors. This position requires that an employee be able to sit or stand for extended periods of time; perform cognitive and psychometric work for more than six (6) hours a day. Work may require transporting materials up to twenty-five (25) pounds. Work safely.
