The City of Westfield, Indiana seeks a Financial Planning and Reporting Manager to lead and support financial reporting, budgeting, compliance and audit functions. This role reports to the Director of Financial Planning and Reporting and follows a 7:30am–4:30pm schedule with a one-hour lunch.

The ideal candidate holds a Bachelor's in accounting, is a CPA, and brings 8–10+ years of governmental accounting experience, GAAP/GASB knowledge, and strong analytical abilities to present financial

• Proficiency in accounting systems and advanced Microsoft Office skills (particularly Excel).
• Strong analytical and problem-solving skills with high attention to detail.
• Effective written and verbal communication skills, with the ability to present financial information to City Council and department leaders.
• Experience with government accounting systems.
• Strong organizational and time management skills.

• Prepare periodic and non-recurring financial reports in compliance with professional standards, as well as contractual, legal, and policy requirements.
• Analyze financial results by comparing actual performance to budget and forecast, identifying trends and variances.
• Assist in developing and implementing automated accounting processes and support new accounting system implementations.
• Support the preparation and audit of the Annual Comprehensive Financial Report (ACFR).
• Assist with the preparation of the Annual Financial Report.
• Contribute to the development and monitoring of the City’s annual budget.
• Maintain and update the Capital Asset Database.
• Assist with debt reporting and related financial disclosures.
• Support departmental projects and perform other duties as assigned by the Director of Financial Planning & Reporting.

Required

Typical Qualifications

• Bachelor’s degree in accounting.
• Active CPA license.
• 8–10+ years of progressive accounting experience (level may be adjusted based on candidate qualifications).
• Strong knowledge of governmental fund accounting, GAAP, and GASB standards.
• Proficiency in accounting systems and advanced Microsoft Office skills (particularly Excel).
• Strong analytical and problem-solving skills with high attention to detail.
• Effective written and verbal communication skills, with the ability to present financial information to City Council and department leaders.
• Experience with government accounting systems.
• Strong organizational and time management skills.

Preferred (Not Required)

• Experience with budgeting and financial analysis.
• Experience supporting annual audits.
