Job summary

CTC leads Technology Financial Portfolio Management across the organization, overseeing financial planning, forecasting, investment management, governance, and financial operations to ensure transparency and alignment with Technology's strategic goals.

The role manages CapEx/OpEx, budgets, forecasts, governance, and reports; partners with Technology leadership and Finance teams; delivers executive dashboards and investment analyses; supports SOX controls and audit materials.

Qualifications

• 8+ years in financial planning, budgeting, forecasting, accounting, or investment management.
• 3+ years of people leadership experience.
• Experience managing CapEx, OpEx, and long-range financial plans.
• Experience supporting audits, SOX controls, governance and compliance.
• Experience presenting financial information to senior leadership.

Responsibilities

• Lead Tech CapEx, OpEx and System Resiliency Plan financial management.
• Oversee annual budgets, monthly forecasts, long-range planning and reporting.
• Establish governance, controls, processes and performance metrics.
• Partner with Technology, AIS, Accounting, Finance and Strategy teams.
• Oversee CWIP, asset capitalization, project placements and retirements.
• Ensure SOX compliance and regulatory requirements.
• Develop Financial Portfolio Management Leads and Analysts.
• Deliver executive dashboards, reporting and presentations.
• Provide investment analysis and funding recommendations.
• Maintain CWIP aging and in-service compliance reporting.

Job description

Leads Technology Financial Portfolio Management services across the organization, overseeing financial planning, forecasting, investment management, governance, and financial operations. Responsible for ensuring financial transparency, funding alignment, compliance, and informed investment decisions that support Technology's strategic and operational objectives.

Key Responsibilities

• Lead Technology CapEx, OpEx, and System Resiliency Plan (SRP) financial management activities.
• Oversee annual budgets, monthly forecasts, long-range planning, and financial reporting.
• Establish financial governance, controls, processes, and performance measures.
• Partner with Technology leadership, AIS, Accounting, Finance, Strategy, and Portfolio Management teams.
• Oversee CWIP management, asset capitalization, project placements in service, and asset retirements.
• Ensure compliance with accounting principles, capitalization policies, SOX controls, and regulatory requirements.
• Lead and develop Financial Portfolio Management Leads and Financial Services Analysts.
• Confirm and abide by all procedures, policies and regulatory guidance.
• Leverage and maintain applicable systems and tools as needed
• Perform other duties as assigned
• Annual Technology budget and monthly forecast packages.
• Five-year Technology financial and investment plans.
• Executive financial dashboards, reporting, and presentations.
• Investment analysis and funding recommendations.
• CWIP aging reports and in-service compliance reporting.
• Asset retirement plans and financial impact assessments.
• Financial governance processes, SOX documentation, and audit support materials.
• Portfolio financial performance and variance analysis.

Education

• Bachelor's degree in Finance, Accounting, Business Administration, Economics, Information Systems, or a related field.
• MBA, CPA, CMA, or other relevant financial certification preferred.

Required Qualifications

• 8+ years of experience in financial planning, budgeting, forecasting, accounting, or investment management.
• 3+ years of people leadership experience.
• Experience managing CapEx, OpEx, investment portfolios, and long-range financial plans.
• Experience supporting audits, SOX controls, financial governance, and compliance activities.
• Experience presenting financial information to senior leadership and executives.

Preferred Skills

• Financial planning, budgeting, forecasting, and variance analysis.
• Understanding of utility accounting, capitalization policies, CWIP management, depreciation, and asset lifecycle management.
• Experience supporting technology organizations, technology investments, or project portfolios.
• Knowledge of demand planning, portfolio planning, and investment prioritization processes.
• Strong financial modeling, analytics, and reporting capabilities.
• Ability to translate complex financial data into executive-level insights and recommendations.
• Experience with ERP, financial planning, portfolio management, and reporting tools.
• Strong stakeholder management and relationship-building skills.
• Ability to lead process improvements and establish scalable financial controls.
