The Vermont Department of Environmental Conservation (VTDEC) is seeking a Financial Manager I to join their Fund Management Team. The ideal candidate will have strong financial management skills, a Bachelor's degree, and relevant experience managing federal grants. Hourly rates within the Classified Bargaining Unit Pay Plan will change effective July 2, 2023. At that time, the starting rate (Step 1) for this job opening will be $28.58 per hour.
The Vermont Department of Environmental Conservation (VTDEC) is seeking an organized, detail-oriented professional to join our Fund Management Team as a Financial Manager I. The ideal candidate will have the ability to effectively communicate and contribute to a team as well as work independently to produce accurate, high-quality reports and data analysis. Duties will include administering and monitoring federal grants, special funds, settlements, and other funds managed by VTDEC. This includes but is not limited to preparation and analysis of financial reports, statements, and budgets.
This person will be an important member of the Fund Management Team within the Financial Operations Section of the Administration and Innovation Division and will interact and manage relationships with internal and external agencies, employees, and stakeholders. Prior experience with grants, contracts, VISION (the State's Oracle-based accounting system), VTHR (the State's HR/payroll system), federal codified law including 2 CFR 200, along with advanced Excel and financial management skills are preferred.
A self-motivated, well-rounded leader with excellent project management skills would be a great fit for this position. We operate in a team-oriented, continuously improving environment in which the Financial Manager will become an important contributor.
This position, Financial Manager I (Limited Service) (Job Requisition #47579), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs. Work is performed in a standard office setting.
Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND two (2) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
Bachelor's degree in any discipline AND four (4) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
Associate's degree AND six (6) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
High School diploma AND eight (8) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.
OR
One year as a Financial Administrator III with the State of Vermont.
OR
Certification as a CPA.
For some positions preference may be given to applicants with supervisory or management experience.
For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
