Job summary

Jobtailor seeks a seasoned financial management professional to provide cost analysis and PPBE support for DoD programs at a high-visibility level. You will work with program managers and financial counterparts to develop plans, PM inputs, and forecasts, while maintaining spend plans across multiple appropriations.

You will conduct analyses, prepare estimates, and ensure compliance with fiscal laws and DoD policies.

Qualifications

  • Must be a US citizen with TS w/SCI eligibility clearance.
  • Bachelor's degree is required.
  • Minimum of 4 years of experience in financial management, cost analysis, or related discipline, OR 8 years with proper certifications.
  • Expert knowledge of DoD PPBE processes.
  • Proficiency in Web CCaR and DEAMS financial management systems.
  • Working knowledge of PMRT, LCMP, WAWF, CRIS, and ABSS.
  • Strong understanding of fiscal and appropriations laws.
  • Proficiency in cost estimating methods for traditional and agile software development.

Responsibilities

  • Provide comprehensive financial management and cost analysis support to Program Managers, Financial Managers, and Resource Managers.
  • Perform planning, programming, budgeting, and execution (PPBE), cost estimating, financial analysis, and reporting.
  • Monitor funds status and budget execution for past and current fiscal years.
  • Develop financial plans and Program Objective Memorandum (POM) inputs.
  • Prepare budget modification requests, updated budget estimates, and forecasts.
  • Build and manage multi-appropriation program office spend plans using CCaR and DEAMS.
  • Track obligations and expenditures against spend plans and incorporate adjustments.
  • Prepare financial analyses on funding cuts, initiatives, and disconnects.
  • Support DoD-directed financial reports and program office reporting.
  • Forecast and track obligation and expenditure rates against goals.
  • Build, update, and maintain program office cost estimates.
  • Collect, analyze, and manage program cost data.
  • Prepare Work Breakdown Structures and cost reporting requirements, including Contractor Software Data Reports.
  • Support cost analyses for Analyses of Alternatives, Business Case Analyses, and Economic Analyses.
  • Support cost estimate reviews by AFCAA, SCPs, NACAs, and other oversight agencies.

Job description

  • Provide comprehensive financial management and cost analysis support to Program Managers, Financial Managers, and Resource Managers

  • Prepare Work Breakdown Structures and cost reporting requirements, including Contractor Software Data Reports
  • Support cost analyses for Analyses of Alternatives, Business Case Analyses, and Economic Analyses
  • Support cost estimate reviews by AFCAA, SCPs, NACAs, and other oversight agencies
  • Apply engineering build-up, parametric, expert opinion, analogy, risk analysis, and data normalization techniques
  • Conduct software cost estimates for traditional and agile development, including agile sec/dev/ops and software sustainment
  • Serve as subject matter expert for Web CCaR™ and DEAMS
  • Provide system assistance, training, updates, and problem resolution
  • Ensure proper interfacing between CCaR, DEAMS, PMRT, LCMP, WAWF, CRIS, and ABSS
  • Identify and resolve system interface problems
  • Review and propose RFP inputs, including SOO, PWS, and Sections L and M
  • Support acquisition documents such as Acquisition Plans, LCMPs, and Acquisition Strategies
  • Provide Earned Value Management support
  • Maintain proficiency with fiscal and appropriations laws and Air Force and DoD requirements
  • Assist analysts with financial activities and day-to-day program office operations
  • Work independently while ensuring compliance with financial procedures
Requirements
  • Must be a US citizen

  • Bachelor's degree
  • Minimum of 4 years of experience in financial management, cost analysis, or related technical/professional discipline, OR 8 years of directly related experience with proper certifications
  • Expert knowledge of DoD Planning, Programming, Budgeting, and Execution (PPBE) processes
  • Proficiency in Web CCaR™ and DEAMS financial management systems
  • Working knowledge of PMRT, LCMP, WAWF, CRIS, and ABSS
  • Strong understanding of fiscal and appropriations laws
  • Proficiency in cost estimating methods for traditional and agile software development
  • Experience with cost analysis tools and software
  • Knowledge of risk analysis, data normalization, phasing of estimates, and inflation indices
  • Understanding of statutory requirements and DoD policies for life-cycle cost estimating
  • Ability to work independently and manage multiple priorities
  • Strong analytical, communication, and documentation skills
