Job summary

Abacus Technology is seeking a Financial Manager to support acquisition and engineering tasks under the C3I&N Directorate at Hanscom AFB. This full-time role requires 3+ years in DoD financial management and a DoD Secret clearance.

Qualifications

• 3+ years experience in financial management including at least 3 years in a DoD environment.

• Must be familiar with DoD acquisition phases and knowledgeable of the relevant DoD financial management regulations associated with budgeting and financing acquisition and sustainment programs.
• Familiar with and proficient in DoD fiscal policy controls regarding purpose of each appropriation, availability of the appropriation for new obligations or prior year obligation adjustments, and budget authority limits for ensuring compliance with legal limitation controls.
• Must have requisite FM experience and knowledge to support financial management across multiple programs in their acquisition life cycle to include pre-engineering development, engineering development, testing, fielding and sustainment.
• Familiar with multiple DoD funds control and governance processes such as, but not limited to, investment Budget Authority, O&M Budget Authority, reimbursable Budget Authority, annual authority, quarterly authority, reprogramming authority, legal limitations, and statutory floors or ceilings.
• Knowledge of financial management and accounting functions, processes, and analytical methods and techniques to gather, analyze, evaluate and present information required by program or project managers and customers.
• Knowledge of the policies, concepts, procedures, techniques, and methodologies pertaining to analysis of financial data.
• Knowledge of DoD acquisition requirements, development, and approval processes.
• Able to communicate, plan, and organize work and meet deadlines.
• Able to gather, assemble, and analyze data using financial systems to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
• Experience providing financial management support for FMS programs.
• Must be a US citizen and hold a current Secret clearance.

• Prepare, develop, and/or assist with financial papers, briefings, or other inputs to support various events, such as BER, IBR, Milestone Decision Review, MAR, PMR, Acquisition Strategy Plan, or IPT risk assessments.
• Generate, maintain, and document an independent audit trail to track, record, and report the status of each funding document to ensure proper use of all funds.
• Support AF or DoD exercises and simulations designed to assess the unit’s ability to support real-world scenarios in a compliant and timely manner.
• Monitor, report, and maintain reimbursable budget program.
• Perform research and analysis for accounting related issues using a variety of online query systems and tools.

Qualifications

Must be familiar with DoD acquisition phases and knowledgeable of the relevant DoD financial management regulations associated with budgeting and financing acquisition and sustainment programs. Familiar with and proficient in DoD fiscal policy controls regarding the purpose of each appropriation, availability of the appropriation for new obligations or prior year obligation adjustments, and budget authority limits for ensuring compliance with legal limitation controls.
