Job summary

NAVY EXCHANGE SERVICE COMMAND seeks a Financial Management Analyst to apply budgeting and financing concepts at the federal level, supporting program budgeting and policy guidance.

The role requires at least one year of specialized experience at or equivalent to GS-12, with ability to analyze national programs, develop budgetary policies, and interpret legislation and directives. Experience with executive orders and OMB guidance is valued.

Job description

You will serve as a Financial Management Analyst of NAVY EXCHANGE SERVICE COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

• 1) Mastery of the concepts, principles, practices, laws, and regulations of budgeting and/or financing and their relation to subordinate and senior levels.
• 2) Knowledge is sufficient to analyze national level programs; exceptionally large and complete programs; develop, recommend and implement budgetary/financial policies.
• 3) Employee may interpret, assess and project potential impact of new/revised Congressional legislation.
• 4) Develops and renders authoritative interpretations of executive orders, 0MB guidance within and across agency lines and Departmental guidance.
