Job summary

Qualis LLC is seeking a detail-oriented professional to manage MIPR documentation, data collection, and reporting for DoD contracts. The role involves processing CARs, PARs, TARs, and related documents across multiple systems, ensuring accuracy and regulatory compliance.

The ideal candidate holds a Bachelor’s degree in Business Administration or Finance or equivalent experience, has an active Secret clearance, and excels in high-paced environments with strong communication skills.

Qualifications

• Bachelor’s degree in Business Administration or Finance; substitution of experience for education considered.
• Active Secret clearance required.
• Experience with SharePoint and Microsoft Office Suite.
• Knowledge of FAR, DoD DFARS, and GSA ITSS rules.
• Experience processing MIPRs.
• Understanding Air Force Test Center procedures and DoD guidelines.
• Strong communication and customer interaction abilities.

Responsibilities

• Prepare documentation for MIPRs and related requests.
• Generate MIPRs using relevant financial databases.
• Compile and create MIPR packages for contract actions.
• Maintain checklists and templates for MIPR requirements.
• Confirm LOA, funding classification, and appropriations.
• Process and file CAR, PAR, TARs, SCI billet requests, DD 254 and 1144.
• Collect and analyze data from multiple sources and prepare reports.
• Identify unobligated funds and aging unliquidated obligations.
• Prepare Monthly OSD Reports with obligation/expenditure data.
• Record and file contract documents and modifications.

Essential Functions:

• Prepare documentation required for Military Interdepartmental Purchase Requests (MIPRs)
• Generate MIPRs using AFMC financial databases, ABSS and CCaR.
• Compile and create a MIPR package for processing contract modifications.
• Maintain a checklist and MIPR template of GSA's MIPR requirements.
• Confirm MIPR's Line of Accounting (LOA), funding classification and funding appropriation.
• Review and ensure accuracy and completeness of incoming MIPRs
• Receive, analyze, process and file Contract Action Request (CAR), contract Purchase Authorization Request (PAR), contract Travel Authorization Requests (TARs), Sensitive Compartmented Information (SCI) Billet Request, DD 254 and DD 1144.
• Collect financial data from multiple sources (JOCAS, CRISS, FM Suite, WAWF, EDA, ABSS, CCaRs) and compile, organize, and analyze the financial data. Prepare reports identifying results of analysis with recommendations.
• Identify unobligated authorized funds with approaching expiration date and aging Unliquidated Obligations (ULOs)
• Prepare Monthly OSD Report IAW government requirements to include obligation and expenditure rates and established OSD goals.
• Provide meeting minutes and document and track action items to closure.
• Record and file contract documents and contract modifications

Requirements

• Bachelor’s degree in relevant discipline of Business Administration or Finance and 3 to 10 years of experience required. Substitution of experience for education considered.
• Must have an active Secret clearance
• Experience with use of Share Point and Microsoft Office Suite required
• Knowledge of Federal Acquisition Regulation, Department of Defense FAR Supplement (DFARS) and GSA ITSS rules and techniques required
• Experience with processing MIPRs required.
• Must have an understanding of the specific procedures and processes of the Air Force Test Center and DoD regulations and guidelines.
• Must have ability to quickly understand the customers overall technical objectives and mission and provide effective solutions.
• Excellent verbal and written communication skills along with customer interaction and presentation capabilities required.
• Must be able to work effectively alone, unsupervised, or within a group
• Must exemplify a dedication to achieving the mission of the 96TW as well as high standards of quality and excellence in performing the duties.
• Must be able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.
• Must be willing to travel up to 5%.

Preferred Qualifications:

• Experience with JOCAS, CRISS, FM Suite, WAWF, EDA, ABSS, CCaRs, and/or other Government databases is highly desired.
• Ability to understand technical data and risk preferred
