Job description

This position is located within the Manpower Requirements Division, Washington Headquarters Services (WHS) Financial Management Directorate (FMD). The Manpower Requirements Division (FMDR) is responsible for the establishment and implementation of policies, procedures, processes, and programmatic responsibilities related to the successful execution of the WHS Total Force Management (TFM) Programs.

In order to qualify for this position, you must meet the requirements described below.

You may qualify at the GS-07 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-05 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; 2) Providing advice, assistance and analysis related to accounting and financial management; and 3) Applying financial, budgetary, and procurement procedures related to acquisition or finance programs.

OR

One full year of graduate level education or Superior Academic Achievement

Combination of education and experience

You may qualify at the GS-09 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-07 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1.) Providing advice, assistance and analysis related to accounting and financial management; 2) Applying financial budgetary, and procurement procedures related to acquisition or finance programs; and 3) Analyzing accounting transaction histories using automated financial systems to identify erroneous or questionable accounting entries.

OR

Master's or equivalent graduate degree or 2 years of progressively higher-level graduate education leading to a master's degree or LL.B. or J.D.

Combination of education and experience

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Analyzing discrepancies between financial systems and funding authorities, commitments, obligations and disbursements; 2) Providing advice, assistance and analysis related to accounting and financial management and 3) Applying financial, budgetary and procurement procedures related tl financial programs.

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M, if related

FM Certification Requirement:

In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program (DFMCP)", this position requires a Level 2 Certification under the DoD Financial Management (FM) Certification Program. If the incumbent is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission.. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. This "certification" must include your rank, dates of active duty service, type of discharge and character of service (i.e. honorable), and date any terminal leave will begin. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters. Active duty members that fail to provide a valid "certification" of service with their initial application will be found "not eligible". Members may be appointed before the effective date of their military retirement/separation if they are on terminal leave.
