Qualifications

  • Bachelor's degree from an accredited institution.
  • A current nationally recognized financial counseling, planning, coaching, or education certification appropriate to the work.
  • At least three years of experience providing financial counseling or advising individuals on financial benefits, resources, budgeting, debt, credit, taxes, or life-cycle financial planning.
  • Knowledge of financial readiness fundamentals and financial considerations affecting Service members and families during transition.
  • Ability to deliver effective individual counseling and group instruction in both in-person and virtual environments.
  • Strong judgment, communication, documentation, confidentiality, and customer service skills.
  • Ability to obtain and maintain required Government suitability, installation access, Common Access Card, and system access.

Responsibilities

  • Provide feedback on required financial plans and supporting documentation in the designated system of record.
  • Refer clients to military, Government, nonprofit, and community financial resources when needed.
  • Coordinate with Transition Counselors, CIMs, and installation personnel to ensure integrated support.

Position Summary

Provides certified financial counseling and instruction to Service members and eligible clients throughout the military-to-civilian transition process. The Financial Counselor helps clients understand their current financial condition, identify risk, develop realistic post-transition financial plans, and make informed decisions regarding income, expenses, credit, debt, taxes, insurance, benefits, and long-term financial readiness.

Key Responsibilities
  • Deliver individual financial counseling and group instruction using approved Army and DoD financial readiness curriculum and guidance.
  • Assess client financial readiness, identify risk indicators, and help develop practical transition budgets and post-separation financial plans.
  • Educate clients on cash flow, debt management, credit, taxes, insurance, emergency savings, retirement, benefits, and changes in military compensation.
  • Explain financial considerations associated with employment, education, relocation, housing, health care, and family transitions.
  • Provide feedback on required financial plans and supporting documentation in accordance with TAP and Career Readiness Standards.
  • Refer clients to appropriate military, Government, nonprofit, and community financial resources when needs exceed the scope of the role.
  • Document counseling, instruction, assessments, referrals, and completion status accurately and on time in the designated system of record.
  • Coordinate with Transition Counselors, CIMs, installation personnel, and partner organizations to ensure integrated support and continuity of care.
  • Support virtual, in-person, mobile, and surge delivery based on regional workload and client demand.
  • Maintain professional credentials and complete all required training, quality reviews, and continuing education.
Minimum Qualifications
  • Bachelor's degree from an accredited institution.
  • A current nationally recognized financial counseling, planning, coaching, or education certification appropriate to the work.
  • At least three years of experience providing financial counseling or advising individuals on financial benefits, resources, budgeting, debt, credit, taxes, or life-cycle financial planning.
  • Knowledge of financial readiness fundamentals and financial considerations affecting Service members and families during transition.
  • Ability to deliver effective individual counseling and group instruction in both in-person and virtual environments.
  • Strong judgment, communication, documentation, confidentiality, and customer service skills.
  • Ability to obtain and maintain required Government suitability, installation access, Common Access Card, and system access.
Preferred Qualifications
  • AFC, CFP, ChFC, CPA, or another nationally recognized credential relevant to financial counseling or planning.
  • Experience supporting military financial readiness, personal financial management, transition assistance, veterans, or military families.
  • Knowledge of military compensation, retirement, survivor benefits, VA benefits, education benefits, and post-service financial planning.
Additional Requirements and Working Conditions
  • May be assigned as a shared regional or enterprise specialist and provide synchronous virtual services across multiple installations and time zones.
  • Must maintain all professional certification and continuing-education requirements throughout employment.

Employment Status:W2 | Full Time | Hourly | Non-exempt
