Job summary

ProCleared LLC is seeking a Senior Analyst to lead critical financial management for government programs. You will analyze budgets, justify resource allocations, and defend program health to external stakeholders. This role requires extensive DoD budgeting knowledge and a TS/SCI clearance.

The incumbent will prepare budget testimony, briefing materials, and responses to inquiries while guiding fiscal execution spend plans and risk mitigation strategies for multi-year programs.

Qualifications

• Master's degree and TS/SCI clearance required with 10+ years of relevant experience.
• Demonstrated experience providing financial support.
• Demonstrated proficiency using MS Excel to include advanced formulas, functions and Pivot Tables.

Overall Assignment Description

As a senior analyst, this individual leads key financial management activities for a program or group of programs. The role requires providing in-depth analysis of budgets, justifying resource allocations to external stakeholders, and defending program financial health. They serve as a key financial expert to the government Program Manager. Work at this level involves a wide range of complex assignments and non-routine situations that require extensive knowledge in the specialty discipline.

Duties may include

• Leading internal program build activities, including budget analysis, planning events, and the creation of detailed documentation packages.
• Leading the effort to justify and defend programs and budgets to oversight bodies.
• Supporting the development and preparation of budget testimony, briefing materials, and formal responses to inquiries from ODNI, OSD, OMB, and Congress.
• Conducting complex financial data analysis, identifying multi-year trends, and generating detailed reports using automated tools and databases.
• Providing expert support and recommendations to Program Managers in the development and implementation of fiscal execution spend plans, including strategies for handling funding shortfalls.

Requirements Required

• TS/SCI
• At least 10 years of relevant experience with a Master’s, compliant with GSA standards.
• Demonstrated experience providing financial support.
• Demonstrated proficiency using MS Excel to include creating and utilizing advanced formulas, functions and Pivot Tables to analyze and reconcile budgetary data.
• Proficiency building financial charts and briefings in MS PowerPoint.
• Experience researching, maintaining, and presenting complex budget analysis to all levels of management.
• Excellent verbal and written communication for professional correspondence and stakeholder interactions, ability to handle confidential information with the utmost integrity and tact.

Desired

• Three years of experience with DoW/IC financial processes and software.
• Certified Defense Financial Manager certification (CDFM)
