Under direction of the Financial Management Reimbursement Manager, this position is responsible for administering activities outlined in the Supplemental Hospital Offset Payment Program (SHOPP) Act (HB 1381), the Disproportionate Share Hospital (DSH) payment program, and other supplemental payments. This position performs complex work of a broad and diversified nature including the review and analysis of assessments, creating and verifying expenditures as well as reconciling payments and tracking other information related to the adjudication of the SHOPP Act, DSH, and other supplemental payments. Incumbents in this class are assigned a wide range of responsibilities ensuring that required actions are completed to review and investigate cost reports, assessments and possible discrepancies. Employees may be assigned primary responsibility for performing various quality control functions to ensure that transactions are processed and completed in accordance with federal or agency guidelines.
This position does not supervise.
Knowledge of financial and program administration principles, Medicaid reimbursement methodologies, fiscal reporting, and applicable federal and state regulations; skill in analyzing complex financial data, reviewing cost reports and assessments, identifying discrepancies, maintaining accurate records, and preparing clear fiscal and statistical reports; and the ability to interpret and apply policies and procedures, manage multiple priorities and deadlines, investigate and resolve complex issues, communicate technical information effectively, and establish productive working relationships with hospitals, agency staff, and other stakeholders. Key Korn Ferry competencies include Manages Complexity, demonstrated through evaluating multifaceted financial and program information; Ensures Accountability, demonstrated through maintaining accuracy, compliance, and timely completion of assessments and payments; and Communicates Effectively, demonstrated through explaining complex policies, responding to inquiries, presenting information, and serving as a liaison with internal and external partners.
Bachelor’s degree in Accounting, Finance, Business or closely related field OR 4 years of experience in technical, administrative, or fiscal related work OR An equivalent combination of education and experience.
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels. In the course of performing job duties, employees are required to speak, stand, walk, and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
