This is an in-office position located in Tucson, AZ, and cannot be remote. The Pima County Attorney’s Office is unable to provide visa sponsorship for this position.

Essential Functions
  • Prepares, analyzes, reviews, evaluates, and monitors the department's operating and capital improvement budget requests;
  • Conducts budgetary and financial studies specific to the department, addressing current and projected fiscal and operational matters, and develops recommendations for new programs and service expansions;
  • Provides technical assistance to department staff in budget preparation, explaining financial policies and procedures to ensure clarity and proper use of the budget system;
  • Develops initial recommendations for core funding levels for the department, based on revenue and expenditure projections, overall program budgets, and performance measures;
  • Compiles, analyzes, and prepares budget data for inclusion in the department’s annual budget documents;
  • Manages user access and approval workflows for business and financial systems used within the department;
  • Utilizes internal tools and procedures to reconcile and balance financial data across various systems specific to the department;
  • Provides user support and troubleshooting for the department's business and financial systems, ensuring efficient operations;
  • Tests enhancements and configurations of financial systems utilized by the department;
  • Creates and maintains the chart of account elements in the department’s financial system for accurate tracking;
  • Understands departmental programs, goals, and objectives to analyze targets and provide financial recommendations for achieving them;
  • Performs cost-benefit analysis and financial studies, researching alternatives and critiquing justifications for expenditures;
  • Prepares internal financial and budget reports by gathering, analyzing, and interpreting departmental data;
  • Monitors departmental spending throughout the year, providing recommended forecasts to support management decision-making;
  • Ensures departmental inventory is safeguarded by conducting reconciliations and verifying that proper controls are in place.
Minimum Qualifications

Bachelor’s degree from an accredited college or university with a major in public or business administration, finance, accounting, economics or a closely-related field as defined by the department head at the time of recruitment AND one year of professional-level experience in accounting, budgeting, auditing or accounting analysis, or financial management research.

Or

One year with Pima County as an Accountant I, Financial Analyst I, Financial Investigator, or closely-related position as determined by the department head at the time of recruitment.

Preferred Qualifications
  • Minimum three (3) years of experience preparing, monitoring, analyzing, and/or forecasting grant and operating budgets, including analysis of revenues, expenditures, trends, and variances.
  • Minimum three (3) years of experience performing financial reconciliations, identifying discrepancies, and resolving financial data issues, preferably related to grant-funded programs.
  • Minimum three (3) years of experience using financial, accounting, grant management, and/or budget management software applications.
  • Minimum three (3) years of experience using Microsoft Excel to analyze financial data, including formulas and pivot tables.
  • Minimum three (3) years of experience working with the financial administration of grants, including monitoring grant budgets, expenditures, funding, and financial reporting.
  • Minimum three (3) years of experience working within a governmental accounting, budgeting, grant management, or financial management environment.
Selection Procedure

Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application.

Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’s review and approval of the candidate’s driving record.

Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. Some positions may require satisfactory completion of a personal background investigation by the court or law enforcement agencies, due to the need for access to County Attorney and Court facilities, records, and communication systems.
