Job summary

City of Atlanta is seeking a Financial Analyst II in the Department of Grants and Community Development. You will develop, interpret, and implement financial concepts for planning and control, with senior-level responsibilities.

The role requires a bachelor’s degree in finance or accounting and at least three years of experience; a master’s degree with five years is preferred. The position follows a hybrid schedule with in-person four days and one remote day.

  • Assists with processing of payments of invoices and prepares Direct Payment for invoices.
  • Oversees and completes grant reporting for most grants issued to The City of Atlanta Police Department.

Financial Analyst II

Salary Range: $68,500 - $75,000/annually

General Description and Classification Standards:

Develops, interprets, and implements financial concepts for financial planning and control. This is a Senior-level professional finance position.

Supervision Received:

Works under very general supervision. Depending on organization structure, may work independently with responsibility for an assigned function or program.

Responsibilities

Essential Duties and Responsibilities:

  • Develops, interprets, and implements financial concepts for financial planning and control.
  • Performs technical analysis to determine present and future financial performance.
  • Gathers, analyzes, prepares, and summarizes recommendations for financial plans, trended future requirements, and operating forecasts.
  • Performs economic research and studies in the areas of rates of return, depreciations, working capital requirements, investment opportunities, investment performance, and impact of governmental requirements.
  • Carries out assignments that are typically straightforward in nature.
  • Collaborates with senior peers on projects.
  • Selects from multiple procedures and methods to accomplish tasks.
  • Applies organizational policies.
  • Routinely provides work group leadership, guidance, and/or training to less experienced staff.
  • Serves as a technical resource or mentor to other employees.
  • Assists with analysis of Distribution Variances and payment issues.
  • Assists with processing of payments of invoices. Prepares Direct Payment for invoices.
  • Updates the log on the Fiscal Drive. Logging requisitions and assigning to buyer. Processes Blackline and Journal Entries upon request.
  • Responds to inquiries in a timely manner .
  • Oversees and completes grant reporting for most grants that are issued to The City of Atlanta Police Department. Submits all paperwork and applications that are required for the renewal. Applies for new grants as well.
  • Ensures compliance to current grants.
  • Keeps inventory of all items purchased with grant funds.
  • May lead or instruct less experienced workers in high-level or technical jobs.
  • May perform other duties as assigned.

Qualifications
Knowledge Skills and Abilities:
  • Extensive knowledge of concepts and processes in the finance area.
  • Strong understanding of relationship of professional discipline with other organizations and functions.
  • Skill in use of Microsoft Office, accounting software, databases.
  • Skill in interpersonal communications and in presenting information.
  • Ability to apply professional knowledge to carry out assignments with limited supervision.
  • Ability to process numbers quickly and accurately.
  • Ability to spot inconsistencies and either troubleshoot issues as they arise or elevate to a higher level.
  • Ability to train others.
  • Ability to build effective relationships within the organization.
Minimum Qualifications:

Education and Experience - Bachelor’s Degree in Finance , Accounting, or related field;

Three (3) years of specific professional experience. May have some project management or leadership experience.

Licensures and Certifications - None required.

Preferred Requirements - Master's Degree in Finance , Accounting, or related field with five (5) years of financial experience.

Work Environment:

Required physical, lifting, and sensory capabilities are requirements to perform the job successfully. Typical environmental conditions associated with the job.

Lifting Requirements:

Sedentary work: Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.

Work Schedule:

This position follows the City’s hybrid work schedule policy as assigned by the Department of Human Resources Commissioner and requires in-person work at City worksites/facilities at least four (4) days per week, with the option to work remotely one (1) day per week, based on eligibility, departmental needs, and supervisor approval. The hybrid work schedule is subject to change at any time to five (5) days in-person work.
