Job Summary

The Financial Analyst is responsible for the management, structure, and use of all assigned funds and accounts. Account management includes expenditures charged to the accounts ensuring consistency and compliance with federal, state, university-wide, UC Davis, and sponsoring agency policies, terms and conditions following generally accepted accounting principles. Financial analysis and financial reporting are also required on assigned accounts including large complex grants, and accounts with high levels of analytical needs. Accounts include extramural grant accounts, clinical trials, university-sponsored, other sponsored activity, and other award types. The administrator is also responsible for the effort reporting of assigned faculty and staff for analysis, implementation, identification of cost sharing on extramural research. Responsible for providing high-level analytical and problem-solving support to the Department, Chief Administrative Officer, Finance Manager, and Principal Investigators in relation to base- and current-year budget allocations and fiscal matters of significant complexity. This position requires a broad knowledge of University and UCDHS policies, procedures, practices, and organization and requires minimal supervision and direction. This position prepares additional financial summaries, trends, and ad hoc reports as needed.

This position will serve as the liaison with the Office of Research, Accounting and Financial Services, Business Contracts, and School of Medicine Divisions and Departments to perform the fiscal and regulatory administration of extramural and intramural research resources. Knowledge of University and UCDHS policies, procedures, practices and organization, knowledge of Extramural Fund Accounting and funds flow.

Minimum Qualifications
  • Bachelor's degree in related area and/or equivalent experience/training.
  • Demonstrated several years of administrative and cost accounting experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.
  • Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles.
  • Demonstrated knowledge and experience with post-award administration, reporting, close-outs.
  • Knowledge and demonstrated understanding of the compliance and sponsor policies related to research administration.
  • Knowledge and demonstrated understanding of federal, state, and non-profit sponsor regulations, policies, requirements, procedures, and areas of interest.
  • Knowledge of current compliance regulations in all areas of research administration, knowledge and skills to interpret and apply sponsor, institutional and departmental policies.
Preferred Qualifications
  • Possess the Certified Research Administrator certificate or similar certification.
  • Demonstrated knowledge and experience with Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
  • Knowledge of UC Davis contract and grant procedures.
  • Knowledge of Decision Support, Cognos Reports, effort reporting, cost-share tracking and Kuali processes.

Department Specific Job Scope

This position serves as a Financial Analyst (cluster) in the Schools of Health (SOH) Finance Unit, which is a shared service unit responsible for high level administrative financial oversight, budget preparation, account management and post-award administration for multiple School of Medicine departments, including the SOM Dean\'s Office/Centers. The incumbent will serve as the local post-award expert conducting in-depth complex analysis, management of grant awards with various School of Medicine departments. They are also required to work collaboratively with a wide variety of faculty and department staff to monitor and provide monthly reports and close-outs on awards.
