Job summary

Thompson Gray Inc. in Huntsville, AL seeks a Budget/Financial/Program Analyst to support the U.S. Army. Requires 5+ years in financial execution, budgeting, and related analysis; active Secret clearance preferred.

This full-time on-site role involves working with GFEBS and related systems, with occasional travel and potential telework authorization.

Qualifications

  • BA/BS degree in Accounting or Business.
  • 5+ years in the financial and resource management field primarily as a Program, Budget and/or Financial Analyst or Budget Officer in an Army Organization.
  • Broad experience in Budget and Financial Execution
  • Familiar with Spend Plans and tracking against OSD goals
  • Understands how to research Fiscal Law and other Financial Regulations
  • 5+ years in various Army financial systems (GFEBS, PMRT/CCaR, GCSS-Army, EDA, DARQ, WAWF and SDW (researching contracts and disbursement issues).
  • Experience with Army financial management and knowledge of Army standards, systems, processes, and data.
  • Proficient in Microsoft Office platforms, including collaboration on Teams.

Responsibilities

  • Duties will include: Experience in the financial execution of appropriated funds, including RDT&E, OMA, Procurement, Congressional Adds, and FMS.
  • Experience executing customer reimbursable funds, including G-Invoicing, Direct Charge Agreements, and Direct Cite orders to ensure they are accepted and executed appropriately.
  • Review and analysis of commitments, obligations, and disbursements of financial data using GFEBS ERP and GFEBS BI functions.
  • Provide general financial support utilizing the Army's General Fund Enterprise Business System (GFEBS) and other financial systems.
  • Provide support with research, analysis, and documentation to support special projects and tasks.
  • Research open and aged financial balances, including ULOs and UMTs, and make required corrections, including working with DFAS to have transactions posted to the LOA.
  • Coordinate with various agencies and personnel to resolve discrepancies between financial systems; to include DFAS, DCMA, Contracting Officers, and Budget Analysts.
  • Familiar with DAR-Q
  • Ability to communicate with succinct, clear, and concise information.
  • Participate in meetings with leadership and collaborate with all levels of staff.
  • Ability to translate and summarize detailed and complex data and condense into understandable language appropriate for the target audience

Job description

Job Description: Thompson Gray is seeking a highly motivated individual with a strong work ethic to support the U.S. Army in Huntsville, Alabama. The position requires at least 5 years of experience as a Budget, Finance, or Program Analyst. Successful candidates will have excellent communication, quantitative, research, and analytical skills in addition to the following skills and experience.

Location: Huntsville, AL

Employment Type: Full-time (40 hours/week)

Work Schedule: Full-time on-site (5 days per week)

Telework: May be authorized

Clearance: Must have an active Secret clearance

Occasional travel may be required.

This position is contingent upon funding approval

Duties will include:
  • Experience in the financial execution of appropriated funds, including Research, Development, Testing and Evaluation (RDT&E), Operation and Maintenance (OMA), Procurement, Congressional Adds, and Foreign Military Sales (FMS).
  • Experience executing customer reimbursable funds, including G-Invoicing, Direct Charge Agreements, and Direct Cite orders to ensure they are accepted and executed appropriately.
  • Review and analysis of commitments, obligations, and disbursements of financial data using GFEBS ERP and GFEBS BI functions.
  • Provide general financial support utilizing the Army's General Fund Enterprise Business System (GFEBS) and other financial systems.
  • Provide support with research, analysis, and documentation to support special projects and tasks.
  • Research open and aged financial balances, including Unliquidated Obligations (ULOs) and Unmatched Financial Transactions (UMTs), and make required corrections, including working with DFAS to have transactions posted to the accurate line of accounting (LOA).
  • Coordinate with various agencies and personnel to resolve discrepancies between financial systems; to include DFAS, DCMA, Contracting Officers, and Budget Analysts.
  • Familiar with Dormant Account Review-Quarterly (DAR-Q)
  • Ability to communicate with succinct, clear, and concise information.
  • Participate in meetings with leadership and collaborate with all levels of staff.
  • Ability to translate and summarize detailed and complex data and condense into understandable language appropriate for the target audience
