Belcan in Camden, NJ seeks a Senior Program Finance & Controls Analyst to lead EVMS across programs. You will forecast performance metrics, manage variance analyses, and maintain SAP data integrity and EAC accuracy, working with minimal supervision.

You will create IPMR deliverables, support internal and external audits, mentor staff, and drive improvements in processes and control environments within a fast-paced setting.

Qualifications

  • Bachelor's degree in engineering, science, business, accounting, finance, or related analytical field.
  • 6+ years of prior relevant experience; graduate degree minimum 4 years.
  • Detail oriented with ability to multi-task and prioritize in fast-paced environments.
  • Experience with COBRA and SAP.
  • Strong Excel skills and effective communication abilities.
  • Expertise in Earned Value Management concepts and processes.
  • Experience with risk management, WBS, change management, cost estimating, and procurement.
  • Knowledge of DoD DFARS, ANSI-748-D, EVMIG and NDIA guidance.

Responsibilities

  • Maintain Earned Value Management data integrity for multiple programs using Cobra and SAP.
  • Forecast FPA metrics, perform variance analysis, and align with financial plans.
  • Create/maintain/update projects in SAP and ensure EAC accuracy.
  • Prepare IPMR deliverables and variance reports with CAM input.
  • Develop program baseline budgets for performance measurement.
  • Support audits and provide ad hoc analyses as needed.
  • Mentor junior team members and operate with minimal supervision.
  • Contribute to process improvements and cross-functional collaboration.

Job Title: Senior Program Finance & Controls Analyst

Pay rate: up to $75.19/hr.

Location: Camden, NJ

Schedule: 9/80 Reg

Description:

We're looking for a senior professional with strong knowledge of job area and broad knowledge of project management. In this role someone manages complex projects or processes with general oversight. Responsibilities include communicating within and outside of own function to gain cooperation on operational processes, practices, and procedures; make moderate to substantial improvements to systems and processes and contribute to the achievements of departmental goals and operating plans with direct impact on the departmental results.

Responsible for all aspects of maintaining the Earned Value Management data integrity for multiple programs utilizing the Cobra and SAP toolsets including:

  • Forecasting of FPA type of metrics for program performance.
  • Weekly/Monthly/Quarterly/Annual forecasting and variance analysis to financial plan including profitability and cash flow.
  • Creating/ Maintaining/Updating of Projects in SAP.
  • Ensuring EAC accuracy for all efforts under responsibility.
  • Work is performed with minimal supervision, and the ideal candidate is able to mentor junior members of the team.
  • Creation of Integrated Program Management Report (IPMR) deliverables (Formats 1-5, 7).
  • Creation and Review Variance reports with CAM input.
  • Creates and maintains program baseline budgets for performance measurement.
  • Prepares moderately complex proposal cost estimates and pricing data.
  • Provides support for internal and external audits for assigned programs.
  • Create Ad Hoc analysis as needed.
  • Other duties as assigned by leadership.
Qualifications:
  • Bachelor"s degree in engineering, Science, Business, Accounting, Finance, or related analytical field.
  • Bachelor"s Degree and minimum 6 years of prior relevant experience. Graduate Degree and a minimum of 4 years of prior related experience.
  • Detail oriented with ability to multi-task and prioritize competing demands in a fast-paced environment.
  • Experience with COBRA/SAP.
  • Effective interpersonal and communication skills.
  • Strong knowledge of Microsoft Office applications specifically Excel.
  • Expertise in understanding and using Earned Value Management concepts and processes.
  • Experience with risk management, financial management, and work breakdown structures, change management, cost estimating, configuration management and system surveillance, operations, and procurement.
  • Familiarity with Defense Federal Acquisition Regulations, ANSI-748-D, EVMIG, and NDIA Intent Guides.
Preferred Additional Skills:
  • MBA or CPA preferred.
  • Experience in a leadership development program.
  • Experience managing the financials for a highly visible program.
  • Knowledge of government contracts, funding profiles, sales outlook and variance analysis preferred.
  • Experience with contracts such as CPAF, CPFF, T&M, FFP, etc.
  • Ability to obtain Secret security clearance.
  • Certifications such as PMP, EVMP or similar.
