Role Purpose

• Ensures compliance for capital projects with local regulations, GAAP accounting principles, and Corning policies and procedures.
• Ensures compliance with OCS-specific policies and procedures.
• Ensures required capital reporting and forecasting are completed accurately and on a timely basis, and provides ad hoc capital analysis for division management.
• Responsible for the Capital and Project Expense portions of the budget and five-year planning process for the Division.
• Supports the plant leadership team with financial analysis required for investment proposals and appropriate requests for product line expansion or cost reduction.
• Leads annual capital audit preparation and presentations to OCS, COC, and Corning leadership.
• Supports project teams with spend tracking, Appropriation Request (AR) preparation, and ad hoc issue resolution and analyses.
• Leads and supports digital initiatives related to capital processes.
• Maintains strong business partnership relationships with groups outside Finance, including the OCS Capital Management Team, OCS Project Management Organization (PMO), Capricorn COE, Technology, Global Supply Management (GSM), and Division Engineering.

Key Responsibilities

• Executes routine and ad hoc analysis and reporting related to capital spending to support division business objectives and business partner relationships, including the Project Management Organization (PMO) and OCS Capital Management Team.
• Responsible for monthly capital spending processes, including:

Billed capital accrual.

Cash-out forecasting and reporting, including control forecast and guidance forecast.

Maintains 10% control forecast accuracy.

• Responsible for tracking overall capital commitments and regularly communicating status to business partners and OCS leadership.
• Serves as the OCS Finance lead for Planview, Capricorn tools, and process improvement projects.
• Leads Business Case Validation (BCV) subject matter expertise for OCS. Facilitates BCV workshops for projects progressing through the Stage Gate process, and recruits and trains new OCS BCV SMEs.
• Participates in Capital Steering Team meetings, monthly capital reviews, and biweekly Capital Review Board meetings.
• Hosts quarterly capital policy and procedure training in partnership with the OFC Capital Management Team.
• Drives continuous improvement of OCS-specific capital policies and procedures, including:

CIP Transfer Policy.

OCS Capital vs. Expense Policy.

OCS Internal Supplemental Policy.

• Provides Appropriation Request financial modeling support and standardization. Oversees and maintains the OCS AR financial workbook, identifies continuous improvement opportunities, and establishes best practices for AR preparation.
• Monitors capital spending and adherence to internal controls.
• Responsible for the OCS monthly CIP review, including percent completion and internal OCS supplemental activity.
• Performs other functions and projects as assigned in support of division and business objectives.

Travel Requirements

• Minimal travel.

Hours of Work / Work Schedule / Flex-Time

• Monday through Friday, 40-hour work week, with additional hours as needed.

Education & Experience

• Bachelor’s degree in Accounting, Finance, or Business Administration.
• Two to five years of relevant experience; manufacturing or cost accounting experience preferred.
• Controller experience, within or outside Corning, desired.

The range for this position is $110,942.00-$152,546.00 assuming full time status. Starting pay for the successful applicant is dependent on a variety of job-related factors, including but not limited to geographic location, market demands, experience, training, and education.
