Salary Level: $82,206 - $92,481 CAD or $80,649 - $90,730 USD
The Finance Program Manager provides strategic financial leadership, oversight, and business partnering across World Renew's Humanitarian & Emergency Affairs (HEA) portfolio, with primary responsibility for International Disaster Response (IDR) and additional support to Disaster Response Services (DRS) and Refugee Sponsorship & Resettlement Programs (RSRP).
The position serves as the primary finance focal point for HEA, ensuring sound financial stewardship, donor compliance, internal controls, financial monitoring, risk management, partner capacity strengthening, and effective financial management throughout the project lifecycle.
Working closely with the Director of Finance, the Head of Humanitarian & Emergency Affairs, country offices, implementing partners, and institutional donors, the Finance Program Manager provides strategic financial analysis and guidance that supports informed decision‑making, strengthens financial accountability, mitigates risk, and promotes effective stewardship of humanitarian resources.
The position has primary responsibility for financial oversight of World Renew's Canadian Foodgrains Bank (CFGB) portfolio while also supporting institutional grants, humanitarian appeals, consortium awards, emergency response funding, and future donor‑funded initiatives across the HEA portfolio.
As the principal financial liaison between the Finance Department and HEA, the position strengthens financial systems, improves internal controls, supports organizational learning, and promotes continuous improvement in humanitarian financial management across World Renew.

- Provide strategic financial management and oversight across the Humanitarian & Emergency Affairs portfolio, with primary responsibility for International Disaster Response.
- Monitor portfolio financial performance, expenditure trends, forecasts, burn rates, budget utilization, and funding gaps.
- Develop and maintain executive financial dashboards that provide timely analysis of portfolio performance, donor balances, appeal funding, foreign exchange exposure, and financial risks.
- Prepare monthly portfolio financial reports, analysis, and recommendations for the Head of Humanitarian & Emergency Affairs, including emerging risks and actions to strengthen portfolio performance and financial stewardship.
- Support annual budgeting, financial forecasting, and long‑term portfolio planning.
- Collaborate with finance and program teams to develop, monitor, and analyze cost recovery budgets and strategies across the HEA portfolio, maximizing recovery of direct and indirect costs while ensuring compliance with donor requirements.
- Monitor humanitarian appeal funding, restricted and unrestricted balances, and funding utilization.
- Coordinate fund transfers across the HEA portfolio with Finance and monitor project cash flow requirements.
- Monitor exchange rate fluctuations and assess their impact on project budgets and portfolio performance.
- Serve as the primary financial focal point for institutional donor‑funded grants across the HEA portfolio.
- Lead financial oversight of the Canadian Foodgrains Bank (CFGB) portfolio, including equity allocations, budget monitoring, donor compliance, financial reporting, and financial assurance activities.
- Support financial management of consortium awards, humanitarian appeals, emergency response funding, and other institutional grants.
- Review budget amendments, reallocations, financial reports, grant modifications, donor financial reviews, and grant closeout activities.
- Lead development and review of proposal budgets, cost narratives, and supporting financial documentation for institutional funding opportunities.
- Ensure compliance with donor regulations, funding agreements, and World Renew financial policies.
- Support implementation of organizational sanctions screening, anti‑terrorism measures, and other financial compliance requirements associated with institutional donor funding.
- Coordinate responses to donor financial inquiries and financial monitoring requests.
- Support post‑award financial management throughout the project lifecycle.
- Conduct targeted remote and in‑person financial monitoring reviews, in coordination with country finance teams and implementing partners, to complement routine financial oversight, strengthen internal controls, and support donor compliance.
- Perform periodic financial spot‑checks of institutional donor‑funded projects.
- Review partner financial reports, supporting documentation, reconciliations, and financial management systems.
- Assess financial risks and recommend practical mitigation measures.
- Strengthen internal controls, segregation of duties, and financial assurance processes.
- Monitor implementation of corrective action plans arising from financial reviews, audits, or donor monitoring visits.
- Support fraud prevention initiatives and promote sound financial governance.
- Coordinate and support external project audits and follow‑up on audit recommendations.
- Identify financial management capacity gaps and, as appropriate, develop, implement, and/or support capacity strengthening plans and learning opportunities for country offices and implementing partners
- Provide technical guidance on financial management and compliance topics, including budgeting, financial reporting, donor requirements, grant financial management, and risk‑informed decision‑making.
- Provide technical guidance and learning support to finance staff and program teams on donor financial requirements and organizational financial policies.
- Promote localization by strengthening partner financial management systems and practices.
- Serve as the principal financial liaison between HEA and the Finance Department.
- Support financial reporting processes by preparing and providing financial reports and analysis needed by program and leadership teams for program management, oversight, and decision‑making.
- Collaborate with program teams and procurement staff to support procurement planning, review procurement‑related documentation, and ensure compliance with organizational procurement policies and donor requirements.
- Support organizational financial planning and portfolio management discussions.
- Collaborate with Grants, Program Management, and MEAL teams to strengthen project performance and financial accountability.
- Promote sound stewardship by ensuring financial decisions align with donor expectations, organizational values, and program priorities.
- Support cross‑functional coordination on financial policies, procedures, templates, and organizational systems when they affect HEA financial management.
- Contribute to strategic financial planning across the HEA portfolio.
- Identify opportunities to improve financial systems, reporting processes, templates, automation, and operational efficiency across the HEA portfolio.
- Support organizational learning and continuous improvement by documenting financial lessons learned and applying best practices to future humanitarian financial management.

- Minimum seven (7) years of progressively responsible experience in financial management, grant finance, donor compliance, accounting, or nonprofit financial management.
- Demonstrated experience managing institutional donor‑funded projects throughout the full grant lifecycle.
- Experience supporting humanitarian, disaster response, or international development programming.
- Experience managing multi‑country grant portfolios.
- Experience preparing donor financial reports, coordinating audits, and supporting donor financial monitoring visits.
- Experience developing proposal budgets and supporting institutional funding opportunities.
- Experience strengthening partner financial management systems and financial capacity.
- Professional accounting designation (CPA, CGA, CMA, ACCA, or equivalent).
- Experience with Canadian Foodgrains Bank (CFGB).
- Experience supporting Global Affairs Canada (GAC), U.S. Government (USAID/BHA), UN agencies, or other institutional donor funding.
- Experience with Sage Intacct or similar ERP financial systems and financial reporting tools.
- Experience supporting procurement, sanctions compliance, and organizational financial assurance processes.
- Experience in humanitarian programming and faith‑based organizations.
- Professional proficiency in French, Spanish, Arabic, or other languages relevant to World Renew's programming is considered an asset.
