Job summary

County of Pamlico in North Carolina seeks a Deputy Finance Officer to perform professional accounting, banking, purchasing, supervisory, and administrative work supporting the county's financial operations.

You will supervise the AP/AR technicians, oversee day-to-day financial activities, prepare month-end close, and assist with audits and budgeting. Qualifications include a Bachelor's in accounting or related field and governmental finance experience; NC certification preferred.

Qualifications

• Knowledge of accounting principles and practices.
• Knowledge of governmental accounting, budgeting, purchasing, banking, and internal controls.
• Bachelor's degree in accounting, finance, business administration, public administration, or related field; experience in accounting or financial administration.

Responsibilities

• Supervises the Accounts Payable Technician and Accounts Receivable Technician.
• Oversee day-to-day accounts payable and accounts receivable activities.
• Reviews and authorizes purchase orders to encumber appropriated funds.
• Performs authorized preaudit duties under NC statutes.
• Performs daily banking and codes banking transactions.
• Monitors cash balances and transfers funds between depository and investment accounts.
• Reviews deposits, electronic receipts, ACH transactions, and other banking activities.
• Assists with general ledger entries, reconciliations, month-end and year-end closing.
• Assists with financial reporting and annual audit preparation.
• Monitors departmental budgets and available appropriations.
• Maintains internal controls over purchasing, banking, receipts, and disbursements.
• Provides guidance to County departments on purchasing, coding, and procedures.
• Collaborates with HR/Payroll Director and Grants Administrator on financial activities.
