Qualifications

Responsibilities

Position Type: Full-Time (Finance 60% / Operations 40%)

Reports To: Executive Director

Location: Housing Solutions office; this is not a remote position

Supervises: Finance Lead and Intake Coordinators

Compensation and Benefits

Salary Range: $80,000 - $100,000 annually, depending on qualifications, experience, and internal equity.

Housing Solutions is a multi-entity organization that includes interrelated nonprofit and for-profit entities. The organization is also an affordable housing developer and property manager, operates a restricted revolving loan fund, and administers multiple public-facing housing stability programs. The agency’s annual program budget is approximately $1 million.

Position Summary

The Finance & Operations Director provides strategic leadership and oversight of the agency’s financial management, operational systems, and organizational infrastructure. This position ensures strong financial stewardship, effective internal processes, compliance with organizational policies and funding requirements, and efficient day-to-day operations that support the agency’s mission. Working closely with the Executive Director and leadership team, the Finance & Operations Director supports long-term organizational sustainability by providing accurate financial analysis, strengthening internal controls, improving operational systems, and ensuring the organization has the tools and resources needed to deliver high-quality services to the community.

Essential Job Functions
Financial Leadership & Oversight (Approximately 60%)
  • Supervise and provide leadership to the Finance Team.
  • Provide leadership and oversight of the agency’s financial operations, including budgeting, forecasting, financial reporting, and internal controls.
  • Develop, monitor, and maintain annual organizational budgets in collaboration with department leaders and the Executive Director.
  • Prepare regular financial reports and analyses for leadership to support informed decision-making.
  • Monitor organizational financial performance, identify trends, and recommend adjustments to support fiscal sustainability.
  • Oversee accounts payable and accounts receivable processes to ensure accurate and timely financial transactions.
  • Maintain accurate financial records and ensure compliance with generally accepted accounting principles (GAAP) and applicable nonprofit accounting standards.
  • Coordinate with external accounting professionals, auditors, and financial partners as needed.
  • Coordinate annual audit preparation, including documentation gathering, financial review, and implementation of audit recommendations.
  • Maintain strong internal controls related to cash management, purchasing, approvals, and financial documentation.
  • Review contracts, agreements, and financial commitments to ensure alignment with organizational budgets and policies.
  • Support the development and improvement of financial policies, procedures, and systems to strengthen organizational effectiveness.
  • Administer payroll, including employee benefits administration and posting payroll allocations in the accounting system.
  • Reconcile the revolving loan fund, including loan receivable portfolios and restricted funds, for state and local reporting purposes.
  • Reconcile allowable expenses for restricted funding and maintain associated net asset tracking.
  • Complete state and local sales tax reporting, as necessary.
Operations Leadership & Administration (Approximately 40%)
  • Provide leadership and oversight of organizational operations, ensuring efficient systems and processes across the agency.
  • Support the development, implementation, and continuous improvement of operational policies, procedures, and workflows.
  • Oversee day-to-day office operations, including vendor relationships, facility coordination, technology needs, and administrative systems.
  • Manage operational contracts and service agreements to ensure effective service delivery and cost efficiency.
  • Oversee leasing of office space and serve as the primary contact for office tenants.
  • Support organizational planning efforts, including strategic initiatives, process improvements, and agency growth efforts.
  • Identify opportunities to improve operational efficiency through technology, automation, and updated systems.
  • Ensure organizational records, administrative files, and compliance documentation are appropriately maintained.
  • Support human resource operations in partnership with leadership, including personnel systems, payroll, benefits coordination, onboarding processes, and policy implementation.
  • Assist with organizational risk management and ensure appropriate insurance, licensing, and compliance documentation is maintained.
  • Serve as a resource to staff regarding operational processes, policies, and administrative systems.
  • Partner with the Executive Director and leadership team to advance organizational goals and priorities.
  • Provide financial insight and operational recommendations to support strategic decision-making across all agency programs and entities.
  • Promote a culture of accountability, collaboration, continuous improvement, and mission alignment.
  • Participate in organizational meetings, planning activities, and special initiatives as assigned.
  • Represent the organization professionally with community partners, vendors, and stakeholders.
Required Qualifications
  • Bachelor’s degree in accounting, finance, business administration, nonprofit management, or a related field; an equivalent combination of education, training, and relevant experience may be considered.
  • Experience managing financial operations, budgets, and financial reporting in a nonprofit or similarly complex organization.
  • Strong understanding of nonprofit accounting practices, GAAP, financial controls, and restricted funding.
  • Experience developing budgets, analyzing financial data, and communicating financial information to non-financial audiences.
  • Strong organizational and project management skills with the ability to manage multiple priorities and meet deadlines.
  • Demonstrated ability to improve systems, processes, and operational effectiveness.
  • Ability to exercise sound judgment, maintain confidentiality, and handle sensitive financial and personnel information.
Preferred Qualifications
  • Experience working in a nonprofit or community-based organization.
  • Experience with federal, state, or local funding and associated reporting or compliance requirements.
  • Knowledge of nonprofit compliance requirements.

Physical & Work Environment

This position is based in the Housing Solutions office and requires regular in-person attendance. The position may occasionally require attendance at community meetings, vendor meetings, properties, and organizational events. The position involves typical office activities, including prolonged periods of sitting, working at a computer, and communicating by telephone and electronic means.
