The Finance Officer role is situated within the Global Office Washington, D.C., reporting to the Chief, Global and Domestic Programmes Unit and the Senior Resources Management Officer.

Job purpose: The Finance Officer is responsible for managing and coordinating the financial resources of the IOM Washington D.C. Global Office in strict adherence to financial regulations, rules, and procedures. This involves overseeing financial expenditures, ensuring accountability, and forecasting cash flows to support current and future activities. The role contributes to the effective financial operation of the office by providing data and guidance for improvements, ensuring compliance, and preparing accurate financial reports for donors and management. The position also involves training finance staff and verifying financial transactions to maintain operational integrity and support IOM's mission.

Responsibilities: The Finance Officer will oversee and monitor all financial management activities, including expenditures and accountability. Responsibilities include forecasting cash flows, projecting staff and project costs, and maintaining daily control over disbursed funds. The role involves preparing, analyzing, and evaluating financial records to provide management with data for operational improvements. Ensuring financial functions are performed correctly and providing training to finance staff are key duties. The officer will verify travel and operational advances, inspect payroll against budgets, and ensure financial documents comply with regulations. Quality assurance checks on payment and purchase requests, regular cash counts, and financial analysis of projects are also required. Collaboration with internal units and stakeholders, preparation of donor financial reports, and verification of service providers are essential. The role also ensures compliance with IOM's regulations and procedures.

Education: A Master’s degree in Accounting, Finance, Public Administration, Business Administration, or a related field is required, along with five years of relevant experience. Alternatively, a Bachelor’s degree in these fields with seven years of experience is acceptable. Professional certifications such as CA, CPA, CIMA, or ACCA are considered an advantage. Accredited universities are those listed in the UNESCO World Higher Education Database.

Work experience: Required experience includes accounting, financial management, and reporting. Candidates should have experience in preparing clear financial and management reports, managing finances for donor-funded projects, monitoring budgets, ensuring grant compliance, and preparing financial reports. Experience working within international institutions is also required.

Skills: Key skills include demonstrated knowledge of financial management, budgeting, accounting, financial analysis, and reporting. A strong understanding of IOM Financial Management Rules and Procedures (FMRP), IPSAS, internal controls, and compliance is essential. Proficiency in financial management systems, ERP applications, and advanced Microsoft Excel is required. Strong organizational, planning, and problem-solving skills with attention to detail are also necessary.
