Finance Officer

Management Analyst 4 (MA4)

This is a remote/home-based, full-time, permanent position.

The Office of Financial Services (OFS) provides leadership and support for agency priorities through budgeting, contracting, grants, procurement, accounting, and facility management. We’re committed to compliance, efficiency, and financial stability across all DOH programs. We're looking for a Finance Officer to support the Health Systems Quality Assurance (HSQA) division through high-quality financial services and responsible stewardship of public funds.

This senior-level role sits within the Office of Program Financial Management (OPFM), a team dedicated to ensuring the day-to-day fiscal operations of the agency align with our mission and goals. Reporting to the OPFM Finance Operations Manager, you'll serve as a key advisor on budgeting and financial management, supporting data-driven decisions that affect DOH leadership, division management, and external partners.

What You'll Do:

  • Provide expert financial analysis and consultation to support budget development, monitoring, and forecasting.
  • Exercise independent judgment in evaluating and interpreting financial data, trends, and fiscal impacts.
  • Ensure the division’s financial activities comply with federal and state laws, regulations, and reporting requirements.
  • Partner with program staff to align funding strategies with agency goals and improve operational effectiveness.
  • Support strategic planning and decision-making through timely, accurate, and actionable financial information.

Location and Flexibility

We value work-life balance and offer the convenience of remote work! This position will give you the option to work from home or from the closest DOH facility. Attending in-person events or working In-office is rarely required and would be scheduled in advance. This is a remote home-based position available to applicants residing anywhere in Washington State, as well as those living near the Oregon/Washington border and the Idaho/Washington border.

Option 1:Four (4) or more years of experience providing financial management experience preparing, supporting and or managing budgets, providing analysis, problem solving, critical thinking and have demonstrated ability to create and communicate to appropriate audiences.

Option 2:Associate degree in accounting, finance, business, public administration, or related field AND two (2) or more years of experience providing financial management experience preparing, supporting and or managing budgets, providing analysis, problem solving, critical thinking and have demonstrated ability to create and communicate to appropriate audiences.

Option 3:Bachelor’s degree in accounting, finance, business, public administration, or related field AND one (1) or more years of experience providing financial management experience preparing, supporting and or managing budgets, providing analysis, problem solving, critical thinking and have demonstrated ability to create and communicate to appropriate audiences.

Experience will include practical skills in MS Excel for spreadsheet tasks, database management, MS Word for document creation and formatting, and Microsoft Outlook or similar email systems for electronic correspondence.


Preferred Qualifications:

  • Four (4) years of professional experience in developing and managing budgets, analyzing legislation and preparing fiscal notes, and conducting complex financial analysis for fee-based programs.
  • Project support experience that includes managing tasks, directing others, and reporting progress to project managers.
  • Communication skills both written and verbal to provide direction and information to varied levels of involvement and commitment.
