CLASS CHARACTERISTICS
The Finance Officer is a mid-management classification responsible for overseeing critical financial operations, including treasury functions, revenue management, and utility billing administration. This classification is distinguished by its combination of technical financial expertise, operational oversight, and supervisory responsibility, with a strong emphasis on cash management, revenue integrity, and customer service delivery. This position serves as a key operational partner to the Director of Finance and functions as a high-level support in managing the City’s liquidity, investment activities, and financial stability. The incumbent is expected to exercise independent judgment and discretion in applying financial policies, analyzing revenue trends, and making recommendations that impact Citywide fiscal decisions. The Finance Officer is differentiated from the Senior Financial Analyst classification by its broader scope of responsibility, including direct supervision of staff, oversight of major functional areas (such as utility billing and revenue tracking), and accountability for operational outcomes. It is further distinguished by its role in coordinating with consultants, developing financial projections, and contributing to policy-level discussions regarding fees, cost recovery, and revenue strategies.
