Looper Consulting specializes in supporting back-office operations, grants financial management (pre-acquisition through close-out), auditing, and contract compliance. We are seeking a highly skilled and motivated Finance Manager with D.C. Government experience to manage and oversee a team responsible for payments in excess of 9 figures.

Job Description

Seeking a highly skilled Finance Manager to lead the financial administration of our Rental Support and Homeless Diversion Grant (pending award). This role is pivotal in ensuring grant funds are managed efficiently, transactions are accurately processed, and financial compliance is upheld. The Finance Manager will oversee grant financial management, conduct reporting, and support the rental subsidy payment process to improve housing stability for program participants.

Key Responsibilities

  • Oversee pre- and post-award grant administration, ensuring adherence to funding requirements.
  • Maintain financial records, prepare monthly, quarterly, and annual fiscal reports, and ensure accurate financial reporting
  • Conduct cash management, including reimbursement requests and draw-down of funds.
  • Ensure compliance with grantor agency regulations.
  • Interact with outside agencies, internal and independent auditors, and financial monitors.
  • Monitor spending, resolve rental payment discrepancies, and generate monthly invoices.
  • Supervise and direct financial activities of department staff, ensuring financial records are accurate.
  • Lead the client rental payments process, ensuring timely disbursement and proper documentation.
  • Lead quarterly financial literacy workshops for program participants.
  • Train and supervise Financial Analysts to support programs’ financial payment, auditing, and reporting tasks.

Required Qualifications

  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field. (Master’s degree preferred.)
  • Minimum 10 years of experience in grant financial management, preferably in the housing or human services sector.
  • Minimum 5 years supervisory experience.
  • Strong knowledge of government grant compliance, regulations, and financial reporting.
  • Expertise in budgeting, accounting principles, and financial reconciliation.
  • Proficiency in Procas and Microsoft Excel.
  • Excellent written and verbal communication skills.
  • Exceptional analytical, organizational, and leadership skills.

Preferred Qualifications

  • Familiarity with financial operations of Federal Government or District of Columbia grants.
  • Certification such as CPA or CGFM (Certified Government Financial Manager).
