Job summary

The Vermont Department of Public Service is seeking a Director of Finance & Economics to lead critical financial and economic analyses in support of the Department's mission to represent the public interest in utility matters. This leadership role reports to the Commissioner and supervises two financial assistants, providing expert analysis and testimony before the Vermont Public Utility Commission.

Ideal candidates bring deep knowledge of cost-of-service, rate design, and regulatory frameworks,

Qualifications

  • Bachelor's degree or higher in finance, accounting, economics, or related field; five or more years of experience in finance and/or economics in a regulated operating environment; at least one year of supervisory experience.
  • Graduate work in accounting, economics, business administration, or electrical engineering is preferred.
  • FERC, FCC and anti-trust experience is desirable; CMA/CFA/CFM/CPA certifications are a plus.

Responsibilities

  • Lead financial and economic analyses for utility regulation and rate design decisions.
  • Provide expert analysis and testimony before the Vermont Public Utility Commission.
  • Supervise two financial assistants and manage consultants.
  • Communicate complex information clearly to a range of stakeholders.
