The anticipated salary on hire for this position is $81,122 - $130,026.

The department issues approximately 40,000 building permits a year and conducts thousands of inspections by local code officials. WHO WE ARE LOOKING FOR

The Department is seeking a Program Manager II (Field Supervisor – Residential Construction Inspections) to join our team. This person will need the technical knowledge and interpersonal skills to manage and lead a team of inspectors with varying experiences and abilities and be able to collaborate with a wide range of stakeholders, including property owners, contractors, design professionals, other inspectors, and County and state officials.

This position supervises a team of inspectors who perform inspections and conduct code compliance/enforcement related to building, mechanical, life safety and accessibility, laws, and regulations. It serves as a point of contact with senior management and department divisions and as a liaison between other County departments and outside agencies for specific inspections and joint assignments.

The position will:

  1. Enforce established work policies and procedures.
  2. Schedule and distribute inspectors’ daily work assignments.
  3. Ensure the timely completion of inspections and the submission of reports.
  4. Conduct and document quality control inspections, site visits, and the most complex inspections.
  5. Approve inspectors’ issuances of Notice of Violations, Orders, and Citations.
  6. Testify in courtroom or board proceedings as an expert witness or in the enforcement of issued notices, orders, and citations.
  7. Develop and evaluate staff performance and conduct team and one-on-one training.
  8. Address grievances, escalated complaints, and special assignments.
  9. Act as the point of contact for internal and external partners to resolve inspection compliance issues and facilitate the issuance of Final Inspection and Use & Occupancy approvals.
  10. Provide code interpretation, advice, guidance, and recommendations to field inspectors and customers.
  11. Develop, recommend, and implement DPS policies, procedures, and guidelines affecting the commercial building division.
  12. Promote team building and cohesiveness, fostering a positive workforce environment based on technical and procedural knowledge, mutual trust, respect, and cooperation.
  13. Other duties as related to the position.

The work is primarily conducted in a field setting, where employees are exposed to the physical demands and hazards associated with construction.

This position REQUIRES the possession of a valid driver’s license from the applicant’s state of residence and the ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.

Telework Eligibility - Hybrid after completion of probation period.

Experience: Thorough five (5) years of professional experience in residential building code compliance and/or construction inspections. Supervisory experience is required.

Education: Graduation from an accredited college or university with a Bachelor's Degree.

Equivalency: An equivalent combination of education and experience may be substituted.

Those applicants who meet minimum qualifications will be rated “Qualified,” placed on the Referred List, and may be considered for an interview. Employees meeting minimum qualifications who are the same grade or higher will be placed on the Referred List as a “Transfer” candidate and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

  1. Experience in team leadership and staff development.
  2. Experience directing and supervising the work of code compliance inspectors.
  3. Experience analyzing, interpreting, and administering the provisions of approved State and local building codes.
  4. Experience reading and interpreting plans, specifications, and applicable codes.
  5. Experience in courtroom or board proceedings and testifying as an expert witness.
  6. Possess ICC or equivalent code compliance certifications.
