Job summary

Black & Veatch in Harriman, TN is seeking a Subcontracts Specialist to support proposal and project requirements within the Subcontracts Group. You will handle moderately complex subcontract development and administration, ensuring compliant documentation and timely delivery.

Ideal candidates have strong analytical skills, experience with bidding, and the ability to coordinate with vendors and internal teams.

Qualifications

  • High school diploma preferred; BA/BS degree in Construction Management, Engineering, Purchasing, Business, Technical or related field preferred.
  • Three (3) years of relevant industry experience preferred or proven ability to perform at the capacity identified herein.
  • Preferred skills include analytical/organizational abilities and strong communications.

Responsibilities

  • Lead and coordinate bid pricing and subcontract development for proposals or projects.
  • Prepare subcontract related documents and bidders lists.
  • Prepare, issue and manage the bidding process.
  • Lead and manage bid evaluations and make recommendations for award.
  • Lead, schedule, coordinate and manage negotiations with subcontractors.
  • Ensure subcontractor compliance with prequalification requirements.
  • Understand the Owner's contract and incorporate flowdowns as needed.
  • Draft and issue correspondence to subcontractors.
  • Perform Change Management duties for assigned subcontracts.
  • Review and process invoices for assigned subcontracts.
  • Closeout assigned subcontracts.
  • Participate in resolution of backcharges and claims as needed.

Job Summary

This postion is responsible for moderately complex subcontract development and/or administration in support of proposal and/or project requirements within the Subcontracts Group. May be responsible for administering Subcontracts Field Management process.

Key Responsibilities

General:

  • Assigned moderately complex construction contracts. Role may include lead responsibilities of proposal and/or project subcontract efforts.
  • Files appropriate record documents and follows filing rules.
  • Proficient in the basic functions of applicable software.
  • Trains others on the subcontracts processes, as directed.

Subcontract Development Responsibilities (if assigned):

  • Communicates scope of work to bidders and solicits pricing for given proposals or projects. May also lead and coordinate the entire pricing effort on non-major project(s).
  • Prepares subcontract related documents and bidders lists.
  • Prepares, issues and manages the bidding process.
  • Leads and manages the bid evaluation process through the distribution of proposals, preparation of the bid tab, and collaboration with team on the technical evaluation. Makes recommendations for selected bidder(s) and for award.
  • Leads, schedules, coordinates and manages the negotiation process. Able to resolve simple commercial terms and conditions exceptions under oversight.
  • Ensures subcontractor compliance with Prequalification requirements
  • Understands the Owner's contract and may participate in the incorporation of appropriate scope‑specific flowdowns into Subcontracts under oversight.

Subcontract Administration Responsibilities (if assigned):

  • Run kick off and progress meetings; draft/issue meeting minutes for assigned subcontracts
  • Draft/log formal correspondence for assigned subcontractors
  • Perform Change Management duties for assigned subcontracts
  • Review and process invoices for assigned subcontracts
  • Closeout assigned subcontracts
  • Participates in the resolution/processing of backcharges and claims, as needed
Minimum Qualifications

Preferred Qualifications

High school diploma preferred. BA or BS degree in Construction Management, Engineering, Purchasing, Business, Technical or related field preferred. Relevant experience may be substituted for a degree. Three (3) years of relevant industry experience preferred or proven ability to perform at the capacity identified herein.
