Job summary

FAO Sudan seeks a Field Project Specialist to support emergency and livelihood interventions at field level across Sudanese States. The role focuses on delivery, monitoring and coordination of project activities, collaborating with technical teams, implementing partners and government authorities to achieve project results and strengthen state-level coordination.

The incumbent works under supervision of the FAO Representative in Sudan with direct oversight from the Project Manager at the FAO

Qualifications

• University degree in Agriculture, Livestock, Natural Resource Management, Development Studies, Social Sciences, Economics, or a related field.
• Minimum of 4 years of relevant experience in field-level project implementation, monitoring, coordination, food security and livelihoods, agriculture, livestock or related development or humanitarian activities.
• Working knowledge of English and Arabic.
• National of Sudan.

Responsibilities

• Support gender assessment, baseline survey and related assessments.
• Lead the selection process of implementing partners in consultation with FAO Khartoum staff.
• Ensure timely delivery of project inputs to IPs as per LoAs.
• Lead the preparation and implementation of project monitoring plans and reports.
• Lead implementation of project monitoring tools in coordination with FAO M&E officers and Project Coordinator.
• Liaise with other organizations providing livestock support and women empowerment in the state.
• Prepare comprehensive evidence-based monitoring reports for completed LoAs and indicate impacts on families and communities.
• Co-lead the FSL sector at state level and share information with authorities and FAO Khartoum.
• Participate in inter-agency needs assessments and livelihood assessments.
• Regularly collect, analyze and update information on agriculture, livestock, environment, markets and food security in White Nile State.
• Perform any other work/related tasks as requested.

Organizational Setting

FAO Sudan assists the Government to formulate policies, programmes and projects to address the root causes of hunger and malnutrition, develop the agricultural, fisheries and forestry sectors, and utilize environmental and natural resources in a sustainable way. The Field Project Specialist supports the implementation of FAO emergency, food security and livelihood interventions at field level, with a particular focus on ensuring effective delivery, monitoring and coordination of project activities in different Sudanese States. The position works closely with FAO technical teams, implementing partners, government authorities and other humanitarian and development actors to support the achievement of project results and strengthen coordination at state level.

Reporting Lines

The Field Project Specialist works under the overall supervision of the FAO Representative in Sudan with direct supervision from the Project Manager at the FAO Country Office in Khartoum. The incumbent works closely with relevant technical, monitoring and evaluation staff, implementing partners, government counterparts and other stakeholders at state level.

Technical Focus

The Field Project Specialist will be responsible for field implementation and monitoring of FAO emergency/other livelihood support projects in different states according to FAO projects’ implementation and monitoring system and submit plans of action to the project Coordinators.

Tasks and responsibilities

• Support the gender assessment, base line survey and other related assessments and studies that carried out by the project
• Lead the selection process of implementing partners (IPs) in consultation with the other staff of FAO in Khartoum;
• Ensure timely delivery of the different projects’ inputs to IPs as per the Letter of Agreement (LoAs);
• Lead the preparation and implementation of the project monitoring plan for each signed LoA in consultation with the respective IPs/SP and submit regular reports;
• Lead the implementation of the project monitoring tools in consultation with the FAO M&E officers and the Project Coordinator in FAO Khartoum.
• Liaise with other organizations that provide livestock support and women empowerment in the state in order to exchange experiences and avoid overlapping.
• Lead preparation of a comprehensive evidence-based monitoring report for each completed LoA, after the completion of the LoA, indicating what kind of impacts the activity may have on the families, children, women, men, elders and persons with disabilities in the targeted community;
• Co- lead the FSL sector at state level and share relevant information with members, state level authorities and FAO Khartoum;
• Participate in the inter-agency needs assessments and/or food security and livelihoods assessments to be conducted by the line ministries and/or FSL Sector Partners;
• In consultation with the technical officers in the Country Office, regularly collect, analyze and update relevant information about all key issues related to agriculture, horticulture, livestock, environment, NRM, land and water, markets and food security, in White Nile State.
• Perform any other work/related tasks as requested.
