Job summary

Consolidated Nuclear Security in Oak Ridge, TN, is seeking an experienced Project Manager for the Construction Civil Field Engineering group. You will lead the team that directs field engineering activities, interpret designs, and oversee inspection packages to ensure safety, quality, and schedule compliance on major projects.

The role requires a Bachelor’s degree and substantial field engineering experience, with preference for DOE-related oversight and knowledge of IBC/ACI/AISC.

Qualifications

  • Bachelor’s degree required with minimum 5 years of field engineering/project experience.
  • Minimum 12 years of relevant and progressive field engineering experience in general construction.
  • Ability to obtain and maintain DOE Q clearance.
  • Experience with IBC, AISC, ACI, TDEC codes.
  • Strong communication and collaboration across levels.
  • Self-starter who can manage multiple projects with minimal supervision.

What You'll Do

Provides daily direction to the Construction Civil Field Engineering organization. Monitors workloads of the group and assists the Project Field Engineer in determining work assignments. Provides technical guidance to the Civil Field Engineers (FE) in the interpretation of Design documents, development of Inspection Packages, and assists in the resolution of technical problems. Performs technical reviews to ensure compliance with the requirements of the project. Ensures the Field Engineering staff remains compliant with National Building Code Certifications and CNS qualifications. Performs supervisory duties including approving weekly timecards and performing Goal development and Annual Performance reviews.

In addition to managing the Civil FE group, provides support to Construction direct-hire craft by performing Civil Field Engineering responsibilities supporting construction projects or technical oversight for subcontracts. Provides technical/programmatic guidance on multiple and complex construction management tasks. Makes decisions regarding methods independently, and working with the Construction Managers, applies financial commitment authority for field changes.

Provides construction site engineering resources and expertise during construction phases of projects to interpret designs, adjusts designs to meet site conditions, manages technical issues, performs quality inspections, monitors technical submittals and configuration management, verifies installed quantities, supports construction supervision, and provides final technical approval of completed construction tasks to ensure construction conforms to design specifications.

Completes assigned tasks under minimal supervision and technical direction. Reviews and interprets drawings and specifications to determine if information is adequate for successful completion of construction. Oversees construction work for compliance with drawings and specifications. Performs constructability reviews during design preparation and execution. Maintains direct relationship with the Construction Managers/Construction Superintendents and the responsible Project Managers (PM) to execute the scope of work. Provides technical support in all phases of construction formation, project execution, testing/inspection, and project closeout. Maintains records of installed quantities and completed construction work. Participates in obtaining any required permits/clearances, lockouts, Escort Agreements, and work authorizations prior to commencing work on site. Performs verification of work in progress to ensure requirements of safety, security, quality (technical drawings and specifications), environmental control, workmanship, and schedule are met. Assists in the preparation of procedures, administrative and technical documents. Prepares/approves purchase requisitions for materials and services.

Preferred Job Requirements
  • Demonstrated ability to collaborate effectively with construction craft or supervision in meeting program/project objectives.
  • Must have effective oral and written communication skills and be able to interact effectively with all levels of personnel and management. The candidate must have above average organizational skills. Knowledge of single or multi-discipline construction operations and processes is required. Must have knowledge with the initiation and processing of Construction Inspection Packaging.
  • Must meet medical requirements to wear respirator and work in hazard-designated areas.
  • Advanced experience in field engineering activities of DOE and non-reactor nuclear facility EPC projects.
  • Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrated commitment to a Zero Accident safety program.
  • A minimum of 12 years of relevant and progressive field engineering experience in general construction.
  • Previous experience supervising field engineering personnel.
  • Previous experience with IBC, AISC, ACI, TDEC codes. Knowledge of organized Construction Labor and Building Trades. Self-starter who can manage multiple projects/tasks with minimal supervisor direction and work well within a team
