Job summary

CEI in Houston, TX is seeking a Planning and Design Engineer specializing in fiber network survey and design on a contract basis (W2). The role requires onsite work four days per week and a pay rate of $28.00 per hour, with benefits including medical, dental, vision, and a 401(k).

The candidate will analyze plats, easements, deeds, and county records to support network planning, routing, and permit coordination, while delivering accurate engineering documentation and SLA-driven results.

Qualifications

• Advanced knowledge of fiber optic network design and construction.
• Experience in telecommunications planning, engineering, or network design.
• Ability to read and interpret plats, easements, deeds, engineering drawings, and schematics.
• Strong understanding of fiber network design, fiber multiplexing standards, fiber documentation practices, cable routing methodologies, easement identification, and support structure design.

Responsibilities

• Own and resolve serviceability reviews, P2P routing requests, and survey deliverables within SLA targets.
• Review and interpret plats, deeds, public utility easements, and county assessor records to support planning decisions.
• Update walkout estimates when project scope exceeds base estimates.
• Assign and manage permitting activities; coordinate design execution and resource allocations.
• Maintain accurate fiber documentation and engineering records.
• Provide clear technical documentation and stakeholder communications.
