Job description

Public Citizen’s energy team is focused on holding energy corporations accountable to the public interest; advocating that our energy markets and energy production, transportation and delivery are maximized for energy affordability and sustainability; watchdogging Trump Administration abuses; highlighting harms from record U.S. fossil fuel exports; and supporting energy justice initiatives that shield working families from regressive energy burdens.

To achieve these goals, we are active before the Federal Energy Regulatory Commission advocating on behalf of households on an array of Federal Power Act and Natural Gas Act proceedings; frequently intervene in U.S. Department of Energy gas and power export dockets; participate in Regional Transmission Organization stakeholder proceedings; work with Congress to develop legislation and serve as a witness for hearings; develop communications strategies to ensure journalists include our perspective; and work closely with allied organizations and grassroots groups to build coalitions to promote our energy affordability and corporate accountability agenda.

GENERAL DESCRIPTION OF POSITION:

The analyst will conceive, initiate, and manage research projects related to regulatory proceedings before the Federal Energy Regulatory Commission (FERC); the U.S. Department of Energy on Liquified Natural Gas (LNG) Exports; and provide general research and writing support on energy market and energy policy matters as needed.

RESPONSIBILITIES:
  • Identify key FERC proceedings and provide research and writing support for regulatory filings at the agency.
  • Provide research and writing support challenging applications to export LNG at the Department of Energy.
  • Support research for reports and fact sheets on domestic impacts of rising LNG exports.
  • Investigate energy policy issues, key individuals, corporations and lobbying trade associations by using traditional investigative methods such as database searches and interviews.
  • Conceive and produce written materials in collaboration with other team members, including: reports, editorial board memos, op-eds, and blog posts.
  • Maintain familiarity with a range of current policy issues, primarily in the areas of energy market developments, utilities, and oil and gas markets.
  • Respond to information requests, including from Congress and news media.
  • Other research duties as assigned.
QUALIFICATIONS:
  • Experience: Research and writing as an investigator, opposition researcher, or for legislative or electoral campaigns.
  • Skills: Outstanding analytical thinking and oral and written communication skills. High energy, enthusiasm, persistence, creativity and attention to detail. Ability to work independently and balance multiple priorities under pressure to produce essential material in a deadline-driven advocacy environment. Knowledge of computer-assisted reporting techniques and database development and management. Basic understanding of FERC, the U.S. Department of Energy, and energy markets. Strong sense of how to use research to affect public policy debates. Creative and collaborative spirit.
