ICF’s Disaster Management Division is seeking a FEMA Senior Manager, Public Assistance and Recovery to join our team! This position is Remote in the U.S. with required travel.

Key Responsibilities

  • Manage and oversee federally funded disaster recovery and mitigation projects throughout the U.S., ensuring on-time and within-budget delivery.
  • Collaborate with various stakeholders, including government agencies, local communities, and partner organizations, to enhance program effectiveness.
  • Develop and implement strategic plans that align with project goals and client needs while identifying areas for growth and improvement.
  • Monitor project progress, performance metrics, and compliance with regulations, adjusting as necessary to ensure success.
  • Facilitate communication and reporting to clients and team members, maintaining transparency and fostering a collaborative work environment.
  • Maintain a complete understanding of all applicable program policies, requirements, procedures, guidelines; and shall possess knowledge of regulatory and statutory compliance requirements for the FEMA Public Assistance Program as well as other federal and state funding sources.
  • Ensure all program participants, including subrecipients, vendors, and stakeholders are aware of any policy changes.
  • Lead, coordinate and evaluate performance of employees directly assigned to oversight.
  • Able and willing to travel for program/project needs assigned to support clients, stakeholders and ICF work.

Must Have Qualifications

  • Bachelor's degree in Public Administration, Emergency Management, or a related field.
  • 5+ years of program/project management experience in disaster recovery or funding strategies (FEMA PA, IA, CDBG), preferably with federal or state programs.
  • 10+ years of experience in disaster and/or emergency management working with federal, state and local governments.
  • Willingness and ability to travel as needed for ICF program/project needs.
  • Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check.

Professional Skills/Experience: (You will bring these with you)

  • Strong analytical skills and experience in financial management and budget oversight related to funding programs.
  • Strong written and verbal communication skills, emotional intelligence, critical thinking skills, integrity, and ethics.
  • Strong proficiency in project management software and tools, along with a solid understanding of relevant federal guidelines and regulations.
  • Ability to manage, lead and facilitate program meetings to extract key business and technical design criteria.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Team player with demonstrated ability to build organizational capability, motivate teaming partners/staff to ensure high levels of engagement, and work in a dynamic, fast-paced environment.
  • Strong proficiency with Microsoft Office (Word, Excel, PowerPoint and Project Management Software).

Preferred Skills/Experience: (These may set candidates apart)

  • Master’s degree.
  • Certification as a Project Management Professional (PMP).
  • Familiarity with emergency planning, mitigation planning and using grants management systems.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$97,656.00 - $166,016.00
