FEMA Disaster Recovery Specialists (PA-TAC Deployment)

Join ATCS's Emergency Management Services Roster!

ATCS’s Emergency Management Services team is building its Deployment Roster and seeking professionals ready to make an impact in disaster recovery. We're preparing for deployment to support communities across FEMA Regions III and IV (NC, SC, VA, GA, TN, KY). These roles support the FEMA PA-TAC V contract under Prime Contractor Fluor Government Group.

Please Note: All positions require on-site presence and the ability to deploy within 24–48 hours for up to 1 year. No remote opportunities.

We are currently seeking candidates for the following roles:

  • Project Manager
  • Technical Writer
  • Administrative Support Specialist
  • Reports & Communications Specialist

General Responsibilities

  • Supporting FEMA’s Public Assistance Program through data collection, cost estimation, damage assessments, and technical documentation.
  • Guide applicants through project prioritization, recovery scoping meetings, and grant documentation.
  • Coordinating applicant communications and facilitating documentation flow via FEMA systems (e.g., Grants Manager, Xactimate).
  • Developing technical and policy documents, visual reports, and communications products.
  • Participating in Preliminary Damage Assessments (PDAs) and developing cost estimates using tools like RSMeans.
  • Reviewing claims and reimbursement requests for eligibility, accuracy, and compliance.
  • Responsibilities vary by role. Individual job descriptions will be provided upon request.

Minimum Qualifications

  • Must possess a Bachelor’s degree with 5-10 years of experience in a related field OR 10-15 years of experience in disaster fieldwork or related field.
  • U.S. Citizenship (required to obtain FEMA Badge & Public Trust clearance).
  • Ability to deploy within 24–48 hours and commit to 6–12 months.
  • Willing to work 10 – 12 hours per day, 5 – 6 days per week and be flexible to change.
  • Must have the ability to communicate orally and in writing to coordinate with others and formulate letters in response to correspondence and inquiries from internal/external stakeholders.
  • Proficiency with Microsoft Office Suite and smart device use.

Preferred Qualifications

  • Experience with FEMA Public Assistance or other federal/state disaster recovery programs.
  • Knowledge of industry software such as Grants Manager, RS Means, or Xactimate.
  • Ability to analyze complex technical data and write clear reports.
  • Familiarity with federal cost codes, compliance reviews, and site validation.
  • Should have knowledge of Federal, State, and local government organizational structures and relationships related to emergency management programs.

Employment Type: Hourly, exempt

Pay: Based on experience, qualifications, and task order specifics.

Per Diem: Weekly reimbursement for daily M&IE expenses, based on the county of deployment, along with travel, lodging, and rental car expenses.

All offers are contingent upon Task Order assignment and client approval. Roles are subject to change depending on project needs.

Our employees are the most critical part of ATCS. For this position, we offer a rate of $19.00 - $61.45 per hour, commensurate with experience and qualifications. The role is also eligible for an annual bonus, with a target 2% of the employee's annualized salary.
