Job summary

Sustainable World, Inc. is seeking a Procurement Consultant to guide clients through federal, state, and local procurement. You will navigate registrations, certifications, and bid processes, leveraging knowledge of FAR/DFARS and security-clearance readiness.

Ideal candidates have 7+ years in government contracting, with strong proposal, negotiation, and compliance skills to support agency engagement and teaming opportunities.

Qualifications

  • 7+ years of direct experience in federal and/or state/local public procurement, contracts management, or bid capture (either within government buying offices or in private-sector government contracting).
  • Bachelor’s degree in Business Administration, Public Administration, Supply Chain Management, Contract Law, or a related discipline. Masters a plus.
  • Working knowledge of the FAR, Defense FAR Supplement (DFARS), and Uniform Guidance (2 CFR 200). Understanding of state-level purchasing acts (e.g., California DGS, Texas Comptroller/DIR, or NYS OGS frameworks).
  • Certifications (Preferred): CPCM (Certified Professional Contract Manager), CFCM (Certified Federal Contract Manager), or NIGP-CPP / CPPB certifications.
  • Clearance: Active Secret/Top Secret clearance or ability to obtain one is a plus, depending on agency-facing work.

Responsibilities

  • Procurement Strategy & Market Entry: Guide commercial clients through registrations, vendor portals, and certifications (SAM.gov, GSA Multiple Award Schedules, state vendor registries, and socioeconomic set-asides such as 8(a), WOSB, SDVOSB, MBE/WBE).
  • RFP/RFQ Lifecycle Management: Analyze solicitations, assess go/no-go decisions, lead proposal compliance matrices, and assist capture teams with bid-shaping and compliant technical and cost volume development.
  • Regulatory Compliance: Audit client operations and contract vehicles for adherence to FAR/DFARS, Buy American Act, Trade Agreements Act, prevailing wage requirements (Davis-Bacon, Service Contract Act), and local transparency rules.
  • Contract Administration: Advise clients through contract negotiations, sub-award structures, teaming agreements, cure notices, requests for equitable adjustment (REAs), and contract closeouts.
  • Agency Engagement & Teeing: Assist clients in identifying prime contractor and subcontractor partnering opportunities, mentor-protégé programs, and agency outreach.
