Sheakley Workforce Staffing seeks a Quality Control Manager (QCM) for a Federal electrical infrastructure project in Philadelphia, PA. The role oversees the QC program on a long-term 8-month contract, coordinating with leadership, subcontractors, testing agencies, and government representatives to ensure compliance with project specs.

The QCM will lead QC activities, review plans and submittals, and manage DFOW and testing/commissioning through closeout, requiring 5+ years in federal projects

Qualifications

• CQM-C Certification required.
• Minimum 5 years of successful CQC/QCM experience.
• USACE, NAVFAC, DoD or federal construction experience.
• Strong knowledge of USACE Three-Phase Control Process.
• Experience developing Definable Features of Work (DFOW).
• Valid driver's license and ability to pass base access.
• U.S. Citizenship required.

Responsibilities

• Manage the project's Contractor Quality Control Program.
• Develop, implement, and maintain the Quality Control Plan.
• Lead preparatory, initial, and follow-up QC phases.
• Manage all DFOW.
• Perform and document daily quality inspections.
• Review plans, specs, submittals, shop drawings, RFIs.
• Verify materials and equipment meet requirements.
• Coordinate inspections, testing, startup, and commissioning.
• Oversee subcontractor workmanship and installation quality.
• Track deficiencies, rework and corrective actions.
• Maintain QC reports, testing records, inspection logs, and closeout docs.
• Coordinate with project stakeholders and government representatives.
