Job summary

HDR seeks a Federal Proposal Manager to drive capture planning and proposal development for US government programs. You will lead pursuit teams, craft persuasive materials, manage schedules, and ensure high-quality submissions. This role emphasizes collaboration with marketing resources and rigorous compliance.

The position requires 5+ years in A/E/C, a related bachelor's degree, and readiness to travel. HDR values ownership, inclusion, and delivering strong federal capabilities.

Qualifications

  • Bachelor's degree or higher in a related field.
  • 10+ years of relevant Industry A/E/C experience.
  • Experience with US Government Federal Programs, preferably DoD.
  • Strong written and verbal communication skills.
  • Ability to travel and work in-person with pursuit teams.

Responsibilities

  • Support pursuit teams in creating and implementing win strategies (capture planning).
  • Facilitate pursuit teams to develop persuasive proposal and interview materials.
  • Develop and manage proposal schedules and ensure compliance.
  • Engage marketing services resources in pursuit teams.
  • Lead quality reviews of proposal and interview materials.
  • Facilitate debriefs to identify improvements and measure competitiveness.
  • Deconstruct and file proposal and presentation material after submittal.
  • Train and mentor employees on business development and marketing best practices.
  • Articulate HDR's capabilities and competitive advantages.

In the role of Federal Proposal Manager, we'll count on you to:

  • Support pursuit teams in creating and implementing effective win strategies (capture planning)
  • Facilitate pursuit teams to develop persuasive proposal and interview materials
  • Develop and manage proposal schedules and confirm compliance
  • Engage the appropriate marketing services resources in pursuit teams
  • Lead quality reviews of proposal and interview materials
  • Facilitate debriefs to identify improvement opportunities and to measure overall competitiveness
  • Deconstruct and file proposal and presentation material upon submittal
  • Train and mentor employees on business development and marketing best practices
  • Articulate HDR's capabilities and competitive advantages
Preferred Qualifications
  • Bachelor's or higher degree in a related field
  • 10+ years of relevant Industry A/E/C experience
  • Demonstrated Experience working with or on US Government Federal Programs, preferably DoD
  • Deep knowledge of the A/E/C industry’s standard approach to procurement of professional services
  • Demonstrates understanding of regional marketing and public relations
  • Understand the capture planning and proposal development process.
  • Ability and desire to travel and engage with others in-person
  • Ability to pass a background check to obtain a DoD Common Access Card (CAC).
Required Qualifications
  • A minimum of 5 years relevant industry experience
  • Demonstrated "self-starter" with a history of completing projects with limited oversight
  • Experience in sales and developing effective win strategies
  • Excellent written and verbal communication skills
  • Proficient in Microsoft Office applications, including Outlook, Word, Excel and PowerPoint
  • Proficient in Adobe Creative Cloud applications, including InDesign
