Salary: $110,000 - $175,000

We are seeking a Senior Federal Project Development Engineer to join our federal team. This role is responsible for developing comprehensive ESPC and/or UESC projects within the Federal Government marketplace. This individual will lead the development and design of innovative technical solutions that address Federal agency and site energy-efficiency, renewable energy, energy resilience, decarbonization, facility, and operational needs and goals. The candidate should possess a strong understanding of the regulatory, legislative, and business environment, as well as procurement requirements unique to Federal government ESPCs and UESCs, to ensure each project provides the best value to our customers.

Johnson Controls Federal Systems (JCFS) is a specialized team serving as a trusted partner to the federal government. We help modernize U.S. military installations, Department of Defense, and other federal agency facilities to be smarter, more resilient, efficient, sustainable, and secure.

Location: Remote / Virtual (work from home) with the ability to travel as needed.
Salary: $110,000 - $170,000 based on experience

Travel Required: Up to 60% at times, serving our US Federal customer sites both inside and outside of the continental United States. Travel is sporadic, with periods of heavy travel and periods with none.

As a Senior Development Engineer, your responsibilities include:

  1. Providing engineering leadership and technical support across all phases of the Federal Government market ESPC / UESC process, from RFP responses to contract award and performance support.
  2. Participating actively in the account team to increase secured sales and margins by aligning capabilities, shortening development cycles, and applying best practices.
  3. Quantifying potential opportunities and preparing feasibility analyses.
  4. Managing project development plans covering scope, budget, schedule, and staffing.
  5. Leading teams of experts and strategic partners to establish technical solutions, develop within costs and schedules, and meet procurement requirements.
  6. Overseeing quality control and mentoring team members on large, complex projects, providing engineering and financial modeling expertise.
  7. Validating technical and financial feasibility, aligning solutions with customer goals, and mitigating risks.
  8. Positioning yourself as a trusted technical advisor throughout the project lifecycle.
  9. Facilitating customer meetings and workshops to secure buy-in.
  10. Coordinating with cross-functional teams to ensure smooth project transitions.
  11. Engaging internal SMEs and external partners to validate solutions and address risks.
  12. Networking with leadership and leveraging lessons learned to improve performance and project outcomes.
  13. Managing proposal production and ensuring documentation meets standards.
  14. Understanding the competitive landscape to differentiate Johnson Controls.
  15. Identifying and sharing innovative solutions and best practices.
  16. Building relationships within Federal agencies and participating in professional organizations.
  17. Managing multiple projects simultaneously and performing other duties as assigned.

Required Qualifications:

  • 10+ years of experience in large project development engineering, supporting high-value, complex technical sales.
  • 5+ years of experience providing engineering services within the Federal Government for ESPC and/or UESC markets, with mastery of related processes.
  • Strong knowledge of design, pricing, construction, and facility operations, including renewable energy technologies.
  • Understanding of Federal regulatory, legislative, and business environments.
  • Proven project management skills for large, complex projects.
  • Experience mentoring teams and managing subcontracted resources.
  • Excellent customer relationship, presentation, and communication skills, including speaking to large audiences and C-level executives.
  • Proficiency in MS Office, MS Project, eQUEST, SharePoint, etc.
  • Ability to travel up to 60%.
  • U.S. citizenship with the ability to obtain and maintain security clearances.

Additional Qualifications:

  • Experience with building energy simulation modeling (eQuest, Trane Tracer, EnergyPlus, etc.)
  • Experience developing financial schedules

Education:

  • Bachelor’s Degree in Engineering or related field, or equivalent experience.
  • Advanced degrees such as MBA are a plus.
  • Certifications: CEM, PE, CMVP preferred.
