WSP USA is seeking a Federal Programs Army Project Director to lead the Army portfolio across the Mid-Atlantic/Northeast region, coordinating with the Army Portfolio Lead to grow the Federal Programs team. The role involves delivering AE planning, engineering, environmental, and program management services to DoD IDIQ contracts and strengthening client relationships.

The incumbent will manage multidisciplinary teams, forecast project ETCs, ensure quality and compliance, and drive new business

Qualifications

• Bachelor’s degree in Civil Engineering, Planning, Architecture or related field.
• 15+ years delivering AE planning and design on DoD IDIQ contracts, preferably Army IDIQs.
• 5+ years managing multidisciplinary engineering/architectural teams.
• US licensed Architect or Engineer registration.
• Ability to obtain US Government Secret clearance.
• Experience leading strategy and marketing for Federal acquisitions.

Federal Programs Army Project Director

WSP is searching for a Federal Programs Army Project Director to work in the Mid-Atlantic/Northeast region. The position could be based at any WSP USA office in Arlington, VA; Baltimore, MD; Philadelphia, PA; New York, NY; Valhalla, NY; Boston, MA; Glastonbury, CT; or Providence, RI.

The director will focus on executing A‑E services under Army contracts and work with the Army Portfolio Lead to grow the Federal Programs team’s Army program. Responsibilities include delivering engineering, architecture, planning, environmental engineering, asset management, program management services, strengthening client and partner relationships, and driving new business opportunities.

The role collaborates with operations and delivery leaders across all sectors and with regional and national leadership to position WSP as the preferred choice for clients and employees.

Your Impact Within the Mid-Atlantic/Northeast Region

• Ensures adherence to Safety, Health, Environment, & Quality (SHEQ) requirements for all projects in their portfolio and aligned PMs.
• Works with WSP Federal Programs A‑E‑C Director for business‑plan forecasting, ensuring accurate Project Estimated Time to Complete (ETC) forecasts.
• Ensures compliance with all quality policies, procedures, protocols and use of mandated project tools.
• Reviews and approves proposal/project contract documents, risk, and pricing.
• Drives delivery of budgeted Net Revenue for a portfolio of projects and aligned PMs, enhancing results through change management, cash management and high‑quality services.
• Reviews and approves Project Risk Register/Mitigation Plans, Project Execution Plans and Project Quality Plans.
• Conducts monthly operational project reviews and publishes reports with critical issues and actions.
• Attends internal WSP Administrative Project Reviews as required.
• Reviews accuracy of Project Estimate at Completion and addresses variances or issues with PMs.
• Monitors accounts receivable and unbilled revenue and works with PMs to address issues.
• Ensures adherence to Contract Quality Plans, client expectations and deliverable audits.
• Ensures PMs work with operational, group and design leaders for appropriate staff assignment.
• Manages, coaches and develops aligned PMs.
• Provides resource loading and oversees talent engagement of aligned PMs.
• Supports PM career development through WSP Project Manager Training tools.
• Ensures succession plans, recommends hiring, promotions and terminations of PMs.
• Approves weekly time, project and travel expenses for aligned PMs.
• Assists PMs and Client Account Sponsors, Leads or Managers with client management and satisfaction.

Required Qualifications

• Bachelor’s degree in Civil Engineering, Planning, Architecture or related field.
• 15+ years of experience proposing, negotiating fee proposals, and delivering AE planning, design and construction‑phase oversight on DoD IDIQ contracts, preferably Army IDIQs.
• 5+ years managing multidisciplinary engineering/architectural teams.
• Professional registration as a US licensed Architect or Engineer.
• Ability to obtain a US Government issued Secret level Security Clearance.
• Strong knowledge of Army clients, US contracting industry, federal budgeting and industry drivers.
• Experience leading strategy and marketing for Federal acquisitions, cross‑functional teamwork and stakeholder management.
• Excellent knowledge of servicing client needs and program planning and execution.
• Demonstrated track record managing large, complex opportunities and pursuits, as well as smaller task orders.
• Strong business development, negotiation and executive communication skills.
• Relocation assistance is not available for this position.

• Active US Government issued Secret level Security Clearance.

Compensation

Expected Salary (all locations): $190,200 – $293,900. WSP USA reserves the right to adjust pay and offer additional benefits based on education, experience, skills and location.
