Job summary

Blue Water Thinking seeks an experienced Program Manager to support a large VA project. Lead multifaceted oversight across planning, risk governance, and performance measurement with a focus on federal acquisition practices.

You will coordinate cross-functional teams, develop management plans, and deliver executive-ready reports while ensuring compliance with FAR and agency policies. Hybrid work with occasional on-site briefings in the Washington, DC area.

Qualifications

• Bachelor’s degree in a relevant field or equivalent experience.
• Minimum 10 years in federal acquisition management, risk management, or program management.
• 5+ years supporting federal oversight, audit, or performance-improvement activities.
• Experience with VA programs or large federal offices is preferred.
• Strong ability to develop strategic action plans and respond to oversight findings.

Responsibilities

• Serve as the contractor’s program management lead with proactive communication to client stakeholders.
• Coordinate cross-functional teams and establish schedules, priorities, and accountabilities.
• Develop and execute the program management plan including schedule, staffing, risks, and quality controls.
• Oversee contract execution, deliverable tracking, and compliance with task orders.
• Prepare recurring reports, briefings, and executive-level communications.
• Lead federal acquisition oversight activities and improvement strategies.
• Coordinate collaboration across federal entities, SMEs, and governance bodies.
• Ensure alignment with FAR, internal controls, and agency policies.
• Track oversight recommendations and closeout actions with mitigation strategies.
• Develop executive briefings, dashboards, and performance metrics.
• Monitor performance against scope, schedule, budget, and outcomes; implement improvements.
• Promote a collaborative team environment and produce accurate, actionable deliverables.
